Kentsel Yenileme Uygulamalarında Kullanıcı Memnuniyetinin Belirlenmesi: Ayazma Yenileme Uygulaması

Abstract

Kentsel sorunların çözümlenmesini sağlayan, değişime uğrayan ve zamanla köhneme sürecine giren bölgelerin fiziksel, sosyal, ekonomik ve çevresel şartlarında kalıcı çözümler sağlamaya çalışan kentsel yenileme uygulamaları; uzun süreci içinde barındıran bir politikadır. Bölgenin özel sorunlarına ve potansiyeline bağlı olarak şekillendirilen yenileme uygulamalarında söz konusu yerin geleceğine yerleşik halk ile beraber karar verilmesi gerekmektedir. Yenileme uygulamalarında; kişilerin beklentilerininin karşılanması, onlara yeni sosyal ve ekonomik olanaklar tanıması sağlanmalıdır. Bu tez çalışmasında öncelikle kentlerde hızlı kentleşme sonucunda oluşan gecekondu probleminin çözülmesi için alternatif politika olan kullanılan kentsel yenileme uygulaması kavramsal boyutuyla ele alınmış, dünyada ve ülkemizdeki uygulama yaklaşımları incelenmiş, ardından yenileme uygulaması sonrası kullanıcı memnuniyeti, yenileme uygulamalarında kullanıcıların beklenti ve şikâyetleri ortaya koyulmaya çalışılmıştır. Bu çalışma göstermektedir ki, insanların yaşam kalitesinin yükseltilmesi amacı ile yapılan kentsel yenileme uygulamalarından istenen başarının elde edilebilmesi için; uygulama süreçlerinin tam olarak tamamlanmadan kullanıcıların yerleştirilmememesi, kullanıcı profilinin tam olarak tanımlanmadan, gecekondunun sorunları ile birlikte yeni konutlara taşınmaması için yenileme uygulaması öncesinde yapılan analiz ve araştırmalar gibi yenileme sonrasında kullanıcıların memnuniyetleri, uygulama ile yaratılan yeni yaşam alanlarından istek ve beklentileri tespit edilmelidir. Ülkemizde yapılan kentsel yenileme uygulamalarına bakıldığında; kullanıcıların uygulamaya karşı olan tutum ve memnuniyetlerinin ölçülmesi konusunda eksikliklerin olduğu, bu konuda değerlendirmelerin yeteri kadar yapılmadığı görülmüştür. Bu nedenle çalışma mevcut olan bir yenileme uygulaması üzerinde yapılmıştır. Konuyla ilgili olarak Küçükçekmece ilçesi Ayazma bölgesinde yapılan kentsel yenileme uygulaması örnek seçilmiş olup; bölgeyle ilgili yapılan literatür araştırması ve anket çalışması ile bu uygulamaya yönelik kullanıcı memnuniyeti, kullanıcıların Ayazma yenileme uygulamasına karşı olan tutumları, istek ve beklentilerinin neler olabileceği ve uygulamanın aksayan yönleri irdelenmeye çalışılmıştır.

Urban renewal application is a long process policy providing to resolve urban problems, trying to get permanent solutions on physical, social and environmental conditions of the zone’s that have suffered changes and became dilapidated. Specific problems and potentials of the region depending on the renewal applications that are shaping the future of the place in question must be decided together with the inhabitants. In renewal applications; the people’s expectations must be corresponded, recognizing the new social and economic opportunities to them must be provided. In this research, at first urban renewal application has been dealt with its conceptual dimension which is used an alternative policy to resolve squatter problem that becomes because of rapid urbanization in the cities, application approaches throughout the world and our country are examined, and then user satisfaction after application, user expectation and complaints have tried to display. This study shows that, to achieve the desired success of the urban renewal applications that has the aim of improving the quality of human’s life, the users mustn’t be placed unless the application process fully completed, the user’s satisfaction after renewal application and their expectations must be determined with the analysis and researches like the researches has done before application not to move the users to new dwellings with squatter problems. Considering the implementation of urban renewal in our country, shortcomings of the measurements of user’s satisfaction and attitudes to the application, not enough evaluation about this item has been seen. Therefore the present study was carried out on a renewal application. Besides this issue Ayazma application examples were chosen as the urban renewal district; tried to analyze the users’ satisfaction with the literature research and survey work, the users’ attitudes towards the practice of renewing Ayazma, their demands and expectations and the application’s defects.
