Proje Değerlendirmesi İçin Risklerle Bütünleşik Süreç Zincir Modeli: Bölgesel Kalkınma Ajanslarının Proje Değerlendirmesi Örneği

Abstract

Bu çalışmada, bir projenin türünü ve o proje türünü etkileyen kritik faktörleri temel alan bir model kurularak, kurulan model Bölgesel Kalkınma Ajanslarının kullandığı proje değerlendirme sistemi üzerinde uygulanmıştır. Baumgarten süreç zincir modeli çalışmada önerilen modelin temelini oluşturmuştur. Bir işletmenin süreçlerini veya bir projeyi etkileyen risk tipleri finansal riskler ve finansal olmayan riskler olmak üzere iki ana grup altında incelenmiştir. Baumgarten süreç zincir modeli içerisinde yer alan her bir ana süreci ve her bir ana sürecin altında yer alan alt süreçleri etkileyen riskler anket yoluyla belirlenmiştir. Anket sonuçlardan elde edilen bilgiler doğrultusunda “risklerle bütünleşik Baumgarten süreç zincir modeli” oluşturulmuştur. Bölgesel Kalkınma Ajanslarının şu anda proje değerlendirmesinde kullandıkları bağımsız değerlendirici raporu, çalışmada oluşturulan “risklerle bütünleşik Baumgarten süreç zincir modeli”ne göre geliştirilmiştir. Bunun sonucunda süreç zincir modelinin ana süreçleri olan ürün geliştirme, tedarik, sipariş yönetimi ve geri dönüşlerin her biri için ayrı ayrı olmak üzere toplam 4 yeni bağımsız değerlendirici raporu ortaya çıkmıştır. Önerilen yeni yöntemin geçerliliğini ölçmek amacıyla hipotetik bir proje tasarlanmıştır. Hipotetik projenin mevcut değerlendirme sistemine ve çalışmada önerilen değerlendirme sistemine göre değerlendirmesi yapılmıştır. Sonuç olarak, çalışmada oluşturulan değerlendirme sisteminin sonuçları ile mevcut değerlendirme sisteminin sonuçları hipotetik proje üzerinden karşılaştırıldığında mevcut değerlendirme sisteminin bazı detayları göz ardı etmesi nedeniyle eksik değerlendirme yaptığı görülmüştür. Bu nedenle, proje değerlendirmesinde mevcut değerlendirme sistemi yerine çalışmada kurulan değerlendirme sisteminin kullanılması önerilmiştir.

In this study, a model is proposed based on the project type and critical factors that may affect the project type. This model is applied to the project evaluation system currently used by regional development agencies in Turkey and by developing new project evaluation forms. Baumgarten process chain model underlying the model of the study is defined. Both financial risk types and nonfinancial risk types that affect a business or a project are examined. The mapping of risks with each subprocess of each process is determined by a survey. According to these information from the survey results, “Baumgarten process chain model integrated with risks” is developed. According to “Baumgarten process chain model integrated with risks”, the independent evaluator report currently used by regional development agencies is improved. As a result of this, a total of 4 new independent evaluator reports are created for each process of the process chain model, i.e. for product development, supply, order management and returns. A hypothetical project is developed and evaluated by using current evaluation system of regional development agencies and evaluation system proposed in the study. As a conclusion, the results of the current evaluation system applied to the hypothetical project are compared with the results of the evaluation system proposed in the study. Finally, it is proposed that the evaluation system proposed in the study should be used as a project evaluation system, because the current evaluation system ignores some details and misses some critical factors of the project.
