Süreç Yönetimi Ve Bir Gayrimenkul Değerlendirme Tekniği Uygulaması: Vakıflar Genel Müdürlüğü Örneği

Abstract

Bu tez çalışmasında, süreç yönetimi tanımlanarak bir uygulama örneği incelenmektedir. Uygulama örneğinde Vakıflar Genel Müdürlüğü’ nün ana süreçleri belirlenerek bu süreçlerden gayrimenkul yönetimi temel sürecine ulaşılmaktadır. Gayrimenkul yönetimi temel sürecinde kurumun alt süreçleri çıkartılarak Kat Karşılığı İnşaat alt sürecine ulaşılmakta ve tanımı yapılmaktadır. Uygulama örneğine esas teşkil eden, gayrimenkul yönetiminde kritik süreç olarak ele alınan ve Kat Karşılığı İnşaat alt sürecinin detayı olan Müstakil Kat Karşılığı İnşaat süreç adımı süreç modellemesine tabi tutulmaktadır. Bu gayrimenkul değerlendirme tekniğinin tanımı, iş akışı, dokümantasyonu, performans göstergeleri ve süreç künyesi hazırlanarak süreç iyileştirmesine tabi tutulmaktadır. Bu amaçla gerekli süreç analizi ve kontrolü yapılmaktadır. Müstakil kat karşılığı inşaat tekniğinin süreç modellemesiyle yeniden yapılandırılması amaçlanmaktadır. Süreç iyileştirme çalışması ile öneriler getirilmekte ve elde edilen kazanımların kurumun gayrimenkul geliştirme tekniğine katkısı vurgulanmaktadır.

In this study of thesis, process management is defined and a sample of application is analyzed. In the sample application, the main process of General Directorate of Foundations is determined and property management basic process is attained from these processes. The sub process of the institution in the main process of property management is derived and the sub process of construction for flat is achieved and defined. Self-contained flat process step which is the detail of the sub process of construction for flat and a critical process in property management is modeled with process modeling. The definition, flow of work, documentation, indicators of performance and identification of process of this technique of property evaluation are prepared and process betterment is applied. For that purpose, the necessary process analyzing and its control are done. Restructure of the technique of self-contained flat is aimed with process modeling. Proposals about the study of process improvement are denoted and the contribution of the gains achieved to the technique of property development is emphasized.
