Dünya Bankası Finansmanlı İnşaat Projelerinde Uygulanan İhale Prosedürlerinin İncelenmesi

Abstract

Bu çalışmada, inşaat projelerinin finansmanı, finansman temini için uygulanan prosedürler ve dünyada yer alan önemli finans kuruluşları hakkında bilgi verilmiş; inşaat firmalarının ihalelerde rekabet edebilir teklif fiyatını belirlemek kadar ihale prosedürlerine uygun teklif dosyası hazırlamaları gerektiğinin önemi vurgulanarak; bu konular bugün dünyada en önemli finans kuruluşu olarak gösterilen Dünya Bankası incelenerek ele alınmıştır. Bu kapsamda, Dünya Bankası finansmanlı inşaat projelerinde kullanılan ihale prosedürleri incelenerek, büyük inşaat projelerinde en çok kullanıldığı saptanan Uluslararası Rekabete Açık İhale Prosedürü; genel koşulları, standart formlar, firmalarda aranan yeterlilik kriterleri, teklif hazırlama aşamasında dikkat edilmesi gereken konular ve teklif değerlendirme prosedürü hakkında bilgi verilmiştir. Konu örnek bir proje üzerinde açıklanarak, Dünya Bankası tarafından finanse edilmiş olan “Marmara Depremi Acil Yeniden Yapılandırma” projesi kapsamındaki inşaat işlerinde uygulanan ihale prosedürü incelenmiştir.

In this study, financing of the construction projects, it’s procedures and importance of preparing of the bid documents in accordance with the instructions and conditions of the bidding documents as decision of the competitive bid price are emphasized and, comprehensive financing institutions in the world are explained and, these subjects are handled on the World Bank which is the most important financing institution in the world. In this scope, bidding procedures of the World Bank are examined and “International Competitive Bidding Procedure” that is the most comprehensive and useful procedure is explained and standard bidding documents, standard forms, qualification criteria, important subjects in the bidding procedure and bid evaluation procedure of the World Bank are clarified.In the end of the thesis, the World Bank bidding procedure is explained with a case study and bidding procedures of the construction works in scope of the Marmara Earthquake Emergency Reconstruction Project that is financed by the World Bank is explained.
