Bu yeni oluşum, belirli gemi ve yük trafik hacmine sahip bir bölgede yer alan limanlar için geçerli olup, limancılık sektörü için ortaya konan aşağıdaki model ise tüm limanlar için uygulanabilir niteliktedir. Türkiye’de limancılık sektörünün, ekonomik ve stratejik açıdan ne derece büyük önem taşıdığı göz önünde bulundurularak ve gelecekteki gelişmeler de dikkate alınarak, belli bir düzen ve sistem dahilinde koordine edilmesi zorunluluğu ortaya çıkmıştır. Bu sebeple, literatürdeki çalışmalar, dünyadaki uygulamalar ve elde edilen sonuçlar temel alınmış, Türkiye’deki limanların sahiplenme ve işletilme şekilleri, planlı büyüme/geliştirme çalışmaları ve yapılacak yeni liman yatırımları ile ilişkili faaliyetlerin genel işleyiş tarzı için bir model önerilmiştir. Such a new formation is applicable to ports situated at a region accommodating a particular volume of ship and cargo traffic, however the scheme suggested for the port services below can be applied to all types of ports. Considering the tremendous significance of Turkish port services in economical and strategic terms and further taking into account the future developments, the need to effect coordination under a fixed arrangement and system has arisen. Therefore studies in the nomenclature, practices in the world and findings derived have been taken as basis and a scheme for the nature of ownership and operation of ports in Turkey as well as planned efforts devoted to growth/development and the general operating style of activities relating to prospective investments in ports has been suggested.
