    Yersel lazer tarama ölçmelerinde ölçme stratejisi geliştirme

    Yaşadığımız dönem, insanların yaşadıkları çevreyle olan ilişkisini düzenlemek ve yönetmek için çevresinde bulunan objeleri ölçmek suretiyle gerçek dünya modelleri ürettiği bir dönemdir. Oluşturulan modelleri analiz ederek bilgi edinmek, insan ve çevre ilişkisindeki karar verme süreçlerinde kullanılan, etkili bir araç haline gelmiştir. Bugün sahip olduğumuz teknolojik gelişmişlik düzeyi, pek çok alanda kullanılan bilginin içeriğini ve niteliğini değiştirmiştir. Bir obje hakkında üretilen bilgilerin hepsi, objenin konumu ya da şekli ile ilgili olmak durumunda değildir. Ancak teknolojik imkanlar, bir objeye ait çeşitli bilgilerin birbirleri ile entegre olup daha güçlü anlamlar ifade eden veri setleri oluşumu sürecini başlatmıştır. Objelerin 3D bilgisi ve 3D bilgilerin yer aldığı bilgi sistemleri, kullanım alanlarını gittikçe genişletmektedir. 3D veri elde etmek, bu nedenle günümüzün en popüler çalışma alanlarından biridir. Yersel lazer tarayıcılar (YLT), bir objenin yüzeyinden topladığı yüksek çözünürlüklü konum verileriyle objenin gerçeğe yakın bir görüntüsüne sahip nokta bulutları üretir. Ölçülen obje, karmaşık bir şekle ya da ulaşılması güç bir konuma sahip olsa dahi yüksek performans gösterebilen YLT, bu özelliği sayesinde diğer ölçme cihazlarından daha etkilidir. YLT ile üretilen nokta bulutları, 3D model üretimi için kullanılan en pratik ve en doğru ölçme sonuç ürünlerinden bir tanesidir. Bir lazer tarama ölçmesinden maksimum verim alabilmek; tarayıcının özellikleri, taranan objenin büyüklüğü ve şekli, ölçme ortamının fiziksel koşulları gibi etkenlere bağlıdır. Bu etkenlerin hepsinin üretilen nokta bulutu üzerinde farklı etkileri vardır. Bu durumda; uygulamacılar, hem kullandıkları YLT hem de yapılan uygulamalar için gerekli olan veri hakkında teknik bilgi birikimine sahip olmalıdır. Bir ölçme işine karşı strateji geliştirmek, yapılacak iş ile ilgili teknik bilgilerin yönlendirmesi olmaksızın gerçekleştirilemez. YLT ölçmelerinde strateji geliştirmek için, yapılan işin bir 3D konum verisi üretme işi olduğu düşünülerek hareket edilmelidir. Bu anlamda istenen sonuç ürüne odaklanarak, verinin nitelikleri iyi anlaşılmalıdır. YLT, oldukça etkili cihazlar olmasına rağmen en iyi performanslarını diğer ölçme teknikleri ile entegre oldukları zaman gösterebilirler. İstenen verinin, yalnızca ham nokta bulutları değil, belirli bir koordinat sistemi içerisinde yer alan, konum verisine ek olarak başka özellikleri de içeren, yaygın kullanımda olan yazılımlarda incelenip üzerinden rahatlıkla bilgi türetilebilen sayısal objeler olması, oldukça sık karşılaşılan bir durumdur. Dolayısıyla uygulamacıların lazer tarama işinin beklentilerini karşılayabilecek bir bakış açısına ve ölçme stratejisine sahip olması gerekir. xxvi Ölçme stratejisinin ilk adımında; bir YLT uygulamacısının sahip olduğu tarayıcı ve kişisel bilgi birikimi ile tecrübesini analiz etmesi gerekir. Bu analiz sonucunda, herhangi bir 3D veri üretme işinde sahip olduğu potansiyelin anlaşılması istenir. Bunun için öncelikle kullanılan ya da kullanılmak istenen ölçme cihazının iyi anlaşılması gerekir. YLT, çok kısa sürede obje yüzeyine ait, yüksek çözünürlüklü nokta bulutları elde edebildiğinden dolayı, hem uygulamacılar hem de istemciler için yanıltıcı hale gelebilen ölçme cihazlarıdır. Oysa YLT ölçmelerinde hata kaynakları, oldukça önemli ve her uygulamacının yüksek seviyede hakim olması gereken bir konudur. Bir uygulamacı, kullandığı tarayıcı ve hata kaynakları konusunda yeterli bilgiye sahip olarak, istediği kalitede bir nokta bulutu üretebilir. Nokta bulutları, ölçme işlemi öncesinde belirli koşulların göz önünde bulundurulması ve yardımcı donanımlar kullanılması sayesinde belirli hatalardan uzak tutulabilir. Bununla birlikte ölçme işlemi sonrasında da birtakım yazılımlar ile hatalı kısımları temizlenebilir veya ölçme grubundan çıkarılabilir. Bir nokta bulutu, sonuç ürüne dönüştürülme işlemlerinden önce mutlaka en doğru haline getirilmiş olmalıdır. Ölçme stratejisi geliştirmenin bir diğer adımı, istemcinin ihtiyaçlarını anlamaktır. YLT, sahip oldukları geniş kullanım alanlarında birçok disiplinden insanların ihtiyaçlarını karşılamak adına kullanılmaktadır. Birlikte çalışılan her disiplinden insanın ihtiyaçlarını anlamak, uygulamacıların kazanacağı önemli bir tecrübedir. Bir ölçme işinin planlanması sürecinde, istemci ile yapılan görüşmeler oldukça önemlidir. İstemcinin talep ettiği sonuç ürün, tarama işlemini doğrudan etkileyecektir. Uygulamacılar, talep edilen ürüne göre, jeoreferanslandırma için yersel ölçmeler yapabilir, bu işleme uygun hedefler seçebilir ya da bir yersel fotogrametri çalışması için planlama yapabilirler. Bir uygulamacı, strateji geliştirmenin ilk adımında yaptığı analiz ile istemciye sunabileceği sonuç ürün çeşitliliğinin farkında olmalıdır. Bu ürünlerin hangisinin istemcinin ihtiyacını gidereceğini bilmek gerekir. Genellikle, lazer tarama ölçmesine ihtiyaç duyan kişiler veya kurumlar, bu ölçme tekniği ve diğer jeodezik ölçmeler konusunda bilgi sahibi değildirler. İhtiyaç duydukları verinin nitelikleri konusunda uygulamacıya bilgi verirken hangi ölçme tekniğinden faydalanmak istedikleri konusunda da bilgileri yoktur. Bu anlamda; uygulamacılar, gerek görülmesi halinde istemcilere rehberlik hizmeti sunmalıdır. Dolayısıyla karşı tarafın ihtiyacını anlamak, ölçme stratejisi geliştirmenin temel adımıdır. İstemciyle yapılan görüşmelerde; uygulamacıların bunun bir 3D veri üretme işi olduğu düşüncesiyle hareket etmesi önemlidir. İstemcinin istediği sonuç ürün, YLT ile olduğu gibi diğer ölçme teknikleri ile de üretilebilecek veriler olabilir. Bununla birlikte istenen sonuç ürünü elde etmek, yalnızca YLT kullanarak değil birden fazla ölçme tekniğinin entegrasyonu sayesinde mümkün olabilir. Bu durumda uygulamacıların diğer ölçme tekniklerine olan hakimiyeti ön plana çıkacaktır. Uygulamacılar, yaptıkları işe bir 3D veri üretme işi olarak bakmanın avantajını burada görecektir. Gerektiği takdirde yersel ölçme teknikleri (total station, GPS/GNSS vb.), yersel fotogrametri veya diğer lazer tarayıcılar ile entegre ölçmeler yapabilmek, uygulamacılar için oldukça avantaj sağlayan bir durumdur. Lazer tarama teknolojisi, nokta bulutu işleme ve modelleme yazılımlarının da içinde bulunduğu bir sektör yaratmıştır. Bu sektörde her geçen gün yeni çalışmaların yapıldığı ve yeni donanım ve yazılımların piyasaya sürüldüğü görülmektedir. Uygulamacıların strateji geliştirme çalışması, strateji geliştirmenin analiz süreçleri ve xxvii iş sonundaki başarı değerlendirmesi ile sürekli kendini yenileyebilen ve geliştirebilen bir süreç olmalıdır. Bu süreçte, mevcut ekipmanlar olan cihaz ve yazılımların yetersiz olduğu durumlar dikkate alınarak, değiştirme ve geliştirme düşüncelerinin, gelişen teknolojinin takibi ile yapılması gerekir. YLT'ın kullanım alanlarının artması aynı zamanda ileride farklı istemcilerin ortaya çıkması anlamına da gelir. Bu nedenle her yeni talebin karşılanması, doğru strateji ile çalışma alışkanlığı kazanmış uygulamacılar için, kendini yenileyebilen ve geliştirebilen bu süreçte zor olmayacaktır. Bu Tez'de; yersel lazer tarama ölçmelerinde strateji geliştirmek düşüncesiyle, ölçme öncesi çalışmalar ve uygulama esnasında düşünülmesi gerekenler anlatılmış ve genel anlamda yersel lazer tarayıcılar ile bir objenin 3D geometrik verisini elde etmek adına optimum çözümler sunulmuştur. Belirli bir stratejiye göre hareket etmenin uygulamacılara sağlayacağı faydalardan bahsedilmiş ve uygulamacılar için bir örnek teşkil etmesi istenmiştir.

    BIM for infrastructure: A spatial perspective to utility network management using BIM applications

    Technological researches continue to offer more and more new opportunities, which creates a variety of effects not only in the informatics sector but also in the agriculture, economy, health, education, and construction sectors. The production activities in the construction sector are gradually increasing; however, it has become an important problem to investigate the reason of low efficiency and high cost in the construction sector. Building information modeling provides various possibilities for the solution of these problems in the construction industry. Building information modeling offers a system management covering all the processes from the planning phase of the project to the operation and maintenance phase of the facility. Moreover, it provides the solution for coordination and collaboration problems at this stage as it offers 3D modeling opportunity in the project, especially at the design stage. It also provides a cost calculation analysis, clash detection, and project progress simulation. However, researches about the implementation of BIM applications mostly focus on the superstructure part of the construction. Therefore, the part related to infrastructure construction is more limited than superstructure construction. As for the infrastructure construction, researches on BIM applications are generally limited to the bridge, railway, and tunnel studies; therefore, research on utility infrastructure networks such as drainage, electricity, irrigation, and telecommunication studies is limited. Research on smart cities has been increasing recently. Smart cities include all of the superstructure and infrastructure systems; however, research on this is usually done on a base of buildings. Superstructure systems are constructed by the reference of infrastructure systems. For this reason, it can be thought that this study is an introduction to smart cities as it is the first step in the transition to smart cities. The main purpose of writing the thesis is to show how the process of BIM applications in the utility infrastructure works are done and to present researches for the solution to the problems encountered in this stage. In this process, the stages of BIM applications that will be used in infrastructure systems for the prevention of data loss, waste of time, rework and unnecessary expenses in the infrastructure sector are examined. Especially, by choosing the SDHO Project as a case study, it is indicated by transforming 2D IFC utility network drawings to 3D utility models.

    Coğrafi bilgi sistemlerinde veri yapıları ve uygulamaları

    Karar destek amaçlı kullanılan Coğrafi Bilgi Sistemlerinde istenen sorgulamaların yapılabilmesi için grafik veri tabanının yapısının amaç doğrultusunda alabileceği çeşitli şekiller vardır. Bunlardan topolojik veri yapısı istenen sorgulamaların en çoğuna cevap verebilen bir veri yapısıdır. Mevcut CAD sistemlerinden elde edilen veya Spagetti veri yapısı ile sayısallaştırılan haritaların topolojik veri yapısına dönüştürülmesi için bir takım işlemlerden geçmeleri gerekir. Bu işlemler sorgulama sırasında yapılırsa işlem hacmi çok yoğun ve cevap süresi çok fazla olur. Bunun için yoğun coğrafi hesaplamalar bir kere yapılıp topolojik yapı içerisine işlenirse daha çok sayıda sorgulamalar yapılabilir ve daha kısa zamanda cevap alınabilir. Bu çalışmada Spagetti veri yapısından Topolojik veri yapısına dönüşüm anlatılmış, bu dönüşüm bir kadastro haritasına uygulanmış ve topolojik sorgulamalardan örnekler bu harita üzerinde denenmiştir

    Bu çalışmada, büyük ölçekli sayısal haritaların Coğrafi Bilgi Sistemlerinde kullanılması ve koordinat transformasyon problemlemleri ele alınmıştır. Çalışmanın birinci bölümünde, genel olarak zaman, bilgi ve teknolojinin ulaştığı seviyenin günümüzde bilgi sistemlerinin kurulmasının zorunlu hale geldiği vurgulanmış, özellikle büyük kentlerde coğrafi bilgi sistemlerinin kurulmasının gerekliliğine dikkat çekilmiştir. İkinci bölümde, coğrafi bilgi sistemini oluşturan unsurlar olan coğrafya, bilgi, veri, tarihi gelişimi, ülkemizdeki uygulanabilirliği, veritabanı ve veritabanı yönetim sistemleri, farklı meslek dalları ile ilişkileri, verilerin ortak paylaşımı, teknolojik ve organizasyonel bileşenleri açıklanmıştır. Üçüncü bölümde, bir coğrafi bilgi sistemi uygulama örneği olan İGABİS (İGDAŞ Altyapı Bilgi Sistemi) başlangıç aşamasından bugüne kadar gelişim süreci, yapılan uygulamalar, karşılaşılan problemler, çözüm yolları ve gelecekteki hedefler incelenmiştir. Dördüncü bölümde, coğrafi bilgi sistemlerinin harita modül kısmını oluşturan büyük ölçekli sayısal haritaların kullanılabilirliği, sisteme entegrasyonu ve ülkemizdeki sayısal harita üretimi irdelenmiştir. İstanbul Beyoğlu bölgesinde iki büyük caddeye ait (M. Mebusan ve İstiklal Caddeleri) farklı zamanlarda, farklı kurumlarca ve farklı yöntemlerle üretilen haritalar irdelenmiştir. Lokal olarak üretilen büyük ölçekli sayısal sokak haritaları ve 1/1000 ölçekli fotogrametrik sayısal haritalar kullanılarak; M. Mebusan Caddesinde 6 adet eşlenik nokta seçilerek grafik ortamda (Geographies programında) afin dönüşümü yapılmış elde edilen sonuçlardan koordinat farkları ve lineer kapanma hataları hesaplanmıştır. Aynı cadde için 5 eşlenik nokta kullanılarak Helmert dönüşümü uyuşum testi yapılmış, elde edilen sonuçlardan koordinat farkları ve lineer kapanma hataları hesaplanmıştır. - İstiklal Caddesinde 5 adet eşlenik nokta kullanılarak yine grafik ortamda afin dönüşümü yapılmış elde edilen sonuçlardan koordinat farkları ve lineer kapanma hataları hesaplanmıştır. Aynı caddeler için farklı yöntemlerle yapılan dönüşümler ve İGDAŞ tarafından grafik ortamda öteleme ve döndürme işlemleri ile yapılan dönüşümler ile karşılaştırılmış ve üretilen haritaların doğrulukları irdelenmiştir. Bulunan sonuçlar, tablo ve grafiklerle gösterilmiş ve sonuçlar karşılaştırılmıştır. Son bölümde ise, coğrafi bilgi sistemi uygulamalarına zaman geçirmeden başlanılması gerektiği tekrar vurgulanmış ve transforme edilmiş sokak haritalarının altyapı sistemlerinde uygulanabilecek doğruluğa sahip oldukları ancak, bu çalışmalarla elde edilmiş haritaların kentsel kadastro çalışmalarında kullanılamayacağı, buna karşılık Coğrafi Bilgi Sistemi uygulamalarından olan Altyapı Bilgi Sistemleri için kullanılabileceği belirtilmiştir. xı

We have studied the changing services up to demand under two groups a) The activities to be carried out by the owners, but to be controlled by cadastre directors ships. b) The changing activities to be carried out by cadastre directors ships and other technical documents. Activities to be carried out by cadastre director ships are; Type changing, establishing or canceling the easement, unification, application, showing the parcel on its place, and sample map. Activities only to be controlled by cadastre directors Ships are: maps of dividing land in to a lots, maps of leaving to road, maps of creating from roads, limitation maps, parceling maps, expropriation maps, village location maps, and other maps and plans concerning register. In the same part suggestions have been put forward concerning the structures of provincial organizations, it has been pointed out that the unification of cadastre director ships and land register director ships is necessary. In the seventh part, what we have studied is the methods used to carry out the services and map sections produced by using these methods. These methods are graphic method, classical method, photogramatric method, numeric method. The graphic method, the oldest one, has been explained and the disadvantage of this method have been told. We have also given explanations about the others methods. In the same part we have given some necessary information about cadastre maps produced from beginning of the cadastre activities and we have classified the maps. We have tried to point out that the current maps of cadastre are so primitive technologically giving examples from HAKAR (The Reform Project of Surveying - Cadastre) In the last part, we have taken cadastre director ship of Erzincan up and given detailed information about its foundation and functions, the services that they carry out, personnel equipment, and we have also given explanations about the three towns in the program 1996 and given some examples from renewing activities. Besides we have given information about improvement activities. Which has already been planned by the director ship, numeration activities and the efforts for establishing, a city information system. We have given explanations about the cadastre condition of the city center and central towns, the characteristics of the cadastre maps and we have indicated that the percentage of the cadastre applied area is % 52 in the region of Erzincan. In the finalization part, we have indicated that the cadastre of Turkey hasn't been completed yet, and there are still problems and unfavorable conditions in the places where even it has been completed. We have put forward some suggestions for the General Office of land register and Cadastre about the changes to be made in terms of administration law and technology.
