Özet
İçinde bulunduğumuz yüzyılda çocuk için oyunun önemi hiç bir kaynak tarafından reddedilmemektedir. Oyun sayesinde çocuğun fiziksel, zihinsel ve sosyal gelişimi sağlanmış olur. Çocuk için en temel öğrenme araçlarından biri oyundur. Çocuk oyun oynarken yeni şeyler keşfetme ve öğrenme fırsatı bulur. Ayrıca kendini ifade etmenin ve dış dünya ile iletişim kurmanın değişik yollarını öğrenmiş olur. Oyunun çocuğun zihinsel ve sosyal gelişimine etkisinin yanı sıra fiziksel gelişimine olan etkisi de göz ardı edilemeyecek kadar önemlidir. Oyun sayesinde çocuk özgür bir biçimde ve güvenli bir ortamda fiziksel gelişmini sürdürme olanağı bulur. Sağlıklı bedensel ve zihinsel gelişim için en uygun alanlar iyi tasarlanmış çocuk oyun alanlarıdır. Çocuklar bu alanlarda hem zihinlerini geliştirecek yaratıcı aktivite olanakları bulurlar, hem yaşıtları ile güçlü bir sosyal iletişim kurar, hem de vücutlarının ve hormonlarının sağlıklı bir biçimde gelişmesini sağlayan çeşitli fiziksel aktiviteler içinde bulunurlar. Bu açıdan çocuk oyun alanları kent içerisinde bulunması gereken en önemli kentsel donatılardan sayılabilir. Bu alanlar engelsiz çocuklarla birlikte farklı yetilerdeki engelli çocukların da kullanımına olanak tanımalı ve bütün çocuklar tarafından kolay, kısa sürede ve güvenli bir şekilde  ulaşılabilir durumda olmalıdır. Engelli ve engelsiz çocukların bir arada oynayabileceği çocuk oyun alanları tasarlanırken engelsiz çocuklar ayrı tutulmamalı, aksine engelli çocukların diğer engelsiz yaşıtlarıyla bir arada oyun oynayabilecekleri kapsayıcı tasarım yaklaşımını benimsemiş uygulamalar hayata geçirilmelidir. Günümüzde özellikle ülkemizde kentlerimiz her geçen gün artan yapılaşma nedeniyle beton yığınlarına dönüşürken çocukların bu betonlaşmadan uzaklaşarak yaşıtlarıyla bir arada vakit geçirerek rahatlayabileceği mekanlar giderek azalmaktadır. Binalar arasında sıkışıp kalan ve ezbere konulmuş çocuk oyun elemanlarından oluşan çocuk oyun alanları çocuklar açısından son derece güvensiz olmakla birlikte ilgi çekici olmadıklarından dolayı çocukların ihtiyaçlarına cevap vermemektedir. Engelli çocukların da kullanılabileceği oyun alanları ise neredeyse yok denecek kadar azdır. Ayrıca engelli çocukların hem bu alanlara bireysel olarak ulaşamamaları hem de oyun alanları içinde bulunan ekipmanları kullanamamaları oyun ortamından dışlanmalarına neden olmaktadır ve bu başlı başına büyük bir sorun olarak kabul edilmelidir. Bu tez kapsamında çocukların vazgeçilmez oyun mekanlarından olan çocuk oyun alanları ve bu mekanların kapsayıcılığının önemini sorgulamak için İstanbul’da çalışılmıştır. Araştırma iki aşamada yürütülmüştür. İlk olarak İstanbul’da bu amaçla tasarlanan çocuk oyun alanları, kapsayıcı oyun alanlarının tasarım ilkeleriyle değerlendirilmiştir. İkinci olarak İstanbul’da yaşayan bedensel ve ortopedik engelli çocukların kapsayıcı çocuk oyun alanlarıyla ilgili değerlendirmeleri alınmıştır. Çocukların kapsayıcı çocuk oyun alanları ile ilgili değerlendirmelerini almak amacıyla hazırlanan anket yardımıyla, İstanbul İli Bakırköy İlçesi’nde bulunan ve İstanbul Büyükşehir Belediyesi Engelliler Müdürlüğü’ne bağlı bulunan, İstanbul Büyükşehir Belediyesi Florya Engelliler Yaz Kampı’nı ziyaret etmekte olan 7-17 yaş aralığındaki çocuklara, ailelerine ve gerek duyulduğunda burada görev yapmakta olan eğitmenlere önceden belirlenmiş sorular sorularak oyunu nasıl tanımladıkları, çocuk oyun alanları hakkında ne düşündükleri ve yakınlarında bulunan mevcut çocuk oyun alanlarını kullanıp kullanamadıkları gibi konulara cevaplar aranmıştır. Anketlerden elde edlien sonuçlar ve yerinde yapılan gözlemler neticesinde oyunun ve çocuk oyun alanlarının çocukların sağlıklı gelişimi için hayati öneme sahip olduğu ve oyunun çocukların en büyük eğlenme ve öğrenme aracı olduğu anlaşılmıştır. Ayrıca özellikle İstanbul’da son yıllarda yaşanan yoğun trafik ve düzensiz yapılaşma yüzünden çocukların sokaklarda eskiye oranla çok daha az oynayabildiği ve bu nedenle tasarlanmış kamusal çocuk oyun alanlarının giderek artan bir şekilde önem kazanmaya başladığı anlaşılmıştır. Fakat  kentte yaşayan çocuklar ve yetişkinler gerek konumları gerek sayıca az olmalarından dolayı bu alanlara istedikleri an ulaşamamakta veya çok zor şartlarda ulaşabilmektedir. Anketin de hedef kitlesi olan bedensel ve ortopedik engelli çocukların cevapları dikkate alındığında çocukların engel durumları nedeniyle çevrelerinde yer alan çocuk oyun alanlarına erişemedikleri ve bu nedenle daha çok kendi evlerinde oyun oynamak zorunda kaldıkları açıkça görülmektedir. Çocuk oyun alanlarına başkalarının yardımıyla erişebilen az sayıda çocuk bulunsa bile bu çocuklar mevcut çocuk oyun alanlarındaki çocuk oyun elemanlarını kullanamadığından ve alanda bulunan engelsiz yaşıtları kendileriyle bir arada oyun oynamaktan çekindiğinden çocuk oyun alanlarını kullanamamaktadır. Kısacası bedensel ve ortopedik engelli çocuklar kamusal mekanlarda bireysel fiziksel güç gerektiren hiçbir fiziksel aktiviteyi tek başına yapamazken çocuk oyun alanlarında da durum değişmemekte ve büyük çoğunluğu gerek bu alanlara erişimde gerekse alan içerisindeki kullanımlarda yaşadıkları engeller ve sıkıntılar nedeniyle oyun ihtiyaçlarını karşılayamamaktadır. Hem engelli hem de engelsiz çocukların bir arada oyun ihtiyaçlarını karşılayabilmesi çocukların gelişimi için son derece önemli olduğundan mevcut oyun alanlarının kapsayıcı tasarım ilkeleri benimsenerek revize edilmesi ve yeni tasarlanacak her çocuk oyun alanında bu ilkelerin bir zorunluluk değil aksine tasarım anlayışı olarak dikkate alınarak tasarımların bu yönde geliştirilmesi gerekmektedir. Böylece dünya üzerindeki her yaşta ve her özellikteki çocuk oyun oynama hakkını karşılama şansını yakalamış olacaktır.
According to the 1st article of the Convention on the Rights of Child of UNICEF adopted on the date of 20 November 1989 "a child means every human being below the age of 18 years unless under the law applicable to the child, majority is attained earlier." (UNICEF, 2004a). The demands of the child are different from the adults since he/she continue to grow up physically, socially and mentally from the his/her birth to the end of puberty. Game, which is as important as the other vital demands of the child" is one of the most important demands and requirements throughout the childhood period. Today, game is accepted as a global language that ensure all children around world understand each other. The children with different language, religion and race understand and communicate easily with each other by getting together. At the same time, game is one of the most important factors that influence the development of a child and has a vital importance to the healthy development of the child. While a child that plays, carries out physical activities at some levels, learns to act in cooperation with his/her peers and benefit more to the society when grow old. Game makes the child to have a better understanding about the goings-on by pushing his/her limitations of imaginations and to provide healthy development of child by pushing the child at some levels in physical and mental manners. As it can be understood that, a child becomes the person that easily adopt to the daily life in the future by developing healthily in physical, mental and social sense with the games he/she has played from her/his babyhood to adulthood and become more beneficial for the society. Even though there are many indoor or outdoor places that children play games in their daily lives, playground is one of the most safest and useful public area to cover the gaming needs of the child. Even if playgrounds change according to their sizes, functions, locations, user age and groups, they are the areas that serve the children and the place where they can freely express themselves. The child, who comes to playground with his/her parents or alone, contribute to his/her healthy development in terms of physical, social and mental sense while getting together with his/her peers in the several gaming opportunities. In brief, playgrounds enable child to give joyful breaks by moving away from the stress of the daily life, learn the cooperation by playing games with his/her peers at the early ages, play games securely outdoors, ease by making physical activities, make social communications with her peers, develop healthily with games that require efforts to use, develop healthily in mental sense thanks to the physical activities since physical activities are useful for the mental development. All of the child playing games in playgrounds in our country and world how difference in terms of age, gender, language, religion, race, physical and mental features and anthrometric measurements. When the children are considered that are our future, it is required to meet the needs of playground right of all children living all across the world. There are children and adults who cannot reach to child playgrounds due to the several obstacles and who cannot use these areas if reached. Even though there are many definitions about the disabled status and the disabled persons, according to the "Law on Disabled Persons" no 5378 adopted in 1 July 2005; the disabled person is an individual affected by the attitude and environmental conditions that restrict his/her full and effective participation in equal levels with the other individuals to the society due to the his/her loss of physical, mental, psychologic and sensory abilities at various levels (T.C. Aile ve Sosyal Politikalar Bakanlığı, 2005). The type of disability may be categorized differently from time to time according to the countries, organizations and institutions. However, disability types divide into six parts such as orthopedically disabled, visually impaired, hearing impaired, speech handicapped and mentally challenged in the most general sense. There is no need for a person to decrease or loss ability of physical, mental, psychological and sensory abilities for individual to be considered and treated as disabled person in the daily life beside these disability types. Many persons such as pregnant women, elderly persons, heavy goods carriers are considered disabled since they have hard time in their daily activities and their works. The inclusive design approaches are on the agenda to provide disabled persons to take place in the public area without having any help and get on well with the other people recently. The inclusive design can be defined as the design of products and environment that do not require harmony and featured design that can be used by everyone and address to wide range of people. The concept of inclusive design is a term spread over a wide range and it gets popular day by day. Even though "Global Design", "Design For Everyone", "User Focused Design", "Lifelong design", "Design For Real Life" and "Inter Generations Design" are used in different countries and "Inclusive Design" has been used since it has the widest meaning in the whole of the thesis. There are 7 design principles laid down by the Center for Universal Design established by Architect Ronald Mace to apply inclusive design in more healthy manner. These are equitable use principle, flexible in use principle, simple and intuitive use principle, perceptible information principle, tolerance for error principle, low physical effort principle and Size and Space for Approach and Use principle. If these seven principles are applied, the product or environment will be a inclusive design and it is possible for everyone to use these designs. In the dimension of the inclusive design related to the urban design, public playgrounds are the safest and most entertaining places where children play games and they are the areas that affect the healthy development of them most. For that reason, designers are required to pay extra attention while designing playgrounds and make user focused designs by thinking children with different abilities. However, most of the playgrounds are not suitable for disabled children and they cause a distinction between disabled and not disabled persons. The disabled children should not be separated from their peers since each child has playing game right required by the child rights. The most guarantee way to ensure it is to apply inclusive design approach in the playgrounds. Play facilities created thanks to the inclusive design approach are referred to as inclusive games. inclusive games can be played by all children with different abilities and they are entertaining, joyous and shareable games. The spaces where inclusive gaming facilities are created are the inclusive playgrounds. In the widest definition, inclusive playgrounds are defined as the playgrounds designed for both children with no disabilities and physically, mentally handicapped children to cover their playing needs at the same time. Inclusive playgrounds are not the playgrounds tailored only for the handicapped children. On the contrary, they are the playgrounds designed for all people and can be used by everyone. Furthermore, these spaces strengthen the social relations by integrating children and families. When disabled and not disabled children arrive at the inclusive playgrounds, they feel good and safe by spending time with their peers and families. In a nutshell, inclusive playgrounds enable socializing of children with every age and skills and their parents and making them play at the same playground element in the same neighborhood. Today, spaces where children spend time together with their peers and enjoy their times are declining due to the increasing development particularly in our country. The playgrounds making up of the randomly selected playground elements and stuck up between the buildings are extremely insecure and do not cover the needs of the children due to the fact that they are not attractive. The number of the playgrounds that can be used by the disabled person are little, if any. Furthermore, disabled children cannot reach these playgrounds in person and could not use the equipments in there and thus excluding from the environment and we should accept this as a big problem. The playgrounds and their inclusiveness are examined with the help of the principles of the inclusive design. The children between 7-17 ages range that visit İstanbul Metropolitan Municipality Florya the Disabled Persons Summer Camp affiliated to the İstanbul Metropolitan Municipality Directorate of Disabled Persons in the district of Bakırköy in the city of İstanbul and their families and trainers if required are asked about how they define the game and what they think about the playgrounds and whether they use available playgrounds nearby with the help of the survey prepared considering the inclusive design principles and as a result some suggestions are brought forward to make the playgrounds better, more attractive and usable by everyone with the help of inclusive design approaches.  The playgrounds and their inclusiveness are examined with the help of the principles of the inclusive design in two stages. The first stage is designed to be inclusive playgrounds in Istanbul are examined with the help of a checklist that questioned the inclusion. In the second phase a questionnaire is prepared about bodily and physically disabled children and their thoughts about play and playgrounds. The children between 7-17 ages range that visit İstanbul Metropolitan Municipality Florya the Disabled Persons Summer Camp affiliated to the İstanbul Metropolitan Municipality Directorate of Disabled Persons in the district of Bakırköy in the city of İstanbul and their families and trainers if required are asked about how they define the game and what they think about the playgrounds and whether they use available playgrounds nearby with the help of the survey prepared considering the inclusive design principles and as a result some suggestions are brought forward to make the playgrounds better, more attractive and usable by everyone with the help of inclusive design approaches.  The results obtained that the play is vital for children’s development and it is the largest fun snd learning tool for children. Also, in recent years, especially in İstanbul due to heavy traffic and irregular settlements, it is understood that children can play in the streets much less than in the past and the designed public children playgrounds due to safer locations has gained more importance. But children living in the city can not be reached to these areas when they want because of their positions and they are outnumbered.  The survey also considered the physical and orthopedically disabled children answer with the audience, and they can not access for the children's playground in children's disability due to the environment so it is clear that they have much to play in their own homes. Few even if children can access help others to playgrounds that children can not use the children's playground is afraid to play together with their unhindered peers in the current child can not use their children play in the playground and field. In short, physical and orthopedically disabled children can not do any physical activity that requires physical strength alone in public spaces and especially in playgrounds. Most of children do not meet the play needs because of the problems about accessing playgrounds and usage of playground equipment. It is imperative that both disabled and abled kids together to meet the needs of the game. Therefore, the present designed playgrounds needs to be revised by adopting the principles of inclusive playgrounds and the playgrounds and these principles needs to be considered during the design process of new playgrounds. Thus, children in all ages and all property will have the chance to meet their right to play.
