Türkiye koşullarında profesyonel proje yönetim şirketlerinin yapısı için model önerisi

Abstract

Değişen dünyanın dinamik koşullarında projeler gün geçtikçe karmaşıklaşmaktadır. Bu durum proje sürecinin sistemli bir şekilde yürütülmesini de beraberinde getirmektedir. Proje yönetimi projenin ön tasarımından yapım sonrası aşamasına kadar proje, süre, kalite, maliyet, sözleşme ve iş güvenliği yönetimlerinin belli bir eşgüdümle yürütülmesinden oluşur. Dünyada proje yönetimi konusunda çalışan birçok şirket bulunmaktadır; fakat Türkiye’de proje yönetimine gereken önem verilmemektedir. Bu çalışma kapsamında Türkiye koşullarında faaliyet gösterebilecek bir proje yönetim şirketi önerisinde bulunulmuş, bu model şirketin organizasyon yapısı, yaklaşık ilk yatırım maliyeti ve yıllık giderleri belirlenmiştir. Sonuç olarak, proje yönetiminin ek maliyet yaratan bir faktör olarak değil, verimliliği ve rekabet gücünü arttıran bir sistem olarak kabul edilmesi gerektiğine varılmıştır. Bununla beraber proje yönetim şirketlerinin kuruluşları cazip gözükse de yüksek maliyetli yatırımlar olduğu sonucuna varılmıştır.Under dynamic circumstances of the changing world, projects are becoming more and more complex day by day and this requires a systematical performance during the project process. Construction management is the integration of project, time, cost, quality, contract and safety managements from pre-design to post-construction. In other countries there are many firms working on construction management but in Turkey there is no specialized company. In this study, a model company which can be active in Turkey, is suggested and the organization structure, approximate initial investment cost and annual expenses are defined. As a result, construction management must be seen as a system of expanding productivity and force of competition, not as a factor bringing an extra cost to a project and although establishing a construction management company seems appealing, this investment is rather high costed.
