Değişken Birim Fiyat Usulü İle Yapılan Bir Otoyol Projesinde Yüklenici Yıllık Maliyet Yönetim Sistemi

Abstract

Bu çalışmada ülkemizin önde gelen yüklenici firmalarından biri tarafından üstlenilen ve değişken birim fiyat usulü ile yapılmakta olan, yurtdışındaki büyük çapta bir otoyol şantiyesindeki yıllık yüklenici maliyet yönetim sistemleri incelenmiştir. Doğu Avrupa’da yapılmakta olan bu projede yüzde elli ortak olan, dünyanın en büyük inşaat firmalarından biri olarak adlandırılan Amerikan inşaat firmasının maliyet yönetim sistemleri uygulanmaktadır. Maliyet yönetim sistemleri için ilk önce teorik bilgiler verilmiş daha sonra da örnek alınan bu projedeki uygulamaları irdelenmiştir.Proje yönetimi felsefesinde maliyet yönetimi prosedürleri ve uygulamaları projeler için hayati önem taşımaktadırlar. Örnek alınan projede gerçekleştirilen yüklenici yıllık kalan maliyet tahmin çalışmaları, bütçe oluşturulması, gerçekleşen maliyet takibi ve maliyet kontrolünde esas alınan prosedürler bu çalışmaya konu olmuştur. Tez çalışması kapsamında, maliyet yönetim sistemleri konusunda, örnek projenin yaşadığı sıkıntılar da gündeme getirilmiştir. Bu sıkıntıların neler olduğundan bahsedilmiş ve çözüm önerileri de beraberinde irdelenmiştir.In this study, annual contractors cost management system of a huge floating unit priced highway project, which is still being constructed by one of the leading construction companies of Turkey and United States of America, is observed. For the project which is located in East Europe, the American companie’s cost management systems are established. The systems are first evaluated on a theoretical basis and then on the basis of results obtained from the investigations made for the sample project. In construction management philosophy, cost management procedures and applications have essential importance. Procuderes of the sample project which are being considered while annual estimated cost to complete and budget studies, cost controling, cost monitoring are observed. In the content of this study the current problems of the sample project are also determined. These current problems and the possible solutions to them are suggested.
