Abstract
Bu çalışmada, İstanbul Su Temini Sistemi incelenmiş ve çeşitli işletme şekilleri araştırılmıştır. İstanbul İli Avrupa Yakası’nı temsilen Alibeyköy ve Terkos Barajları’nın, Asya Yakasını temsilen ise Ömerli Barajı’nın hazne işletme politikaları incelenmiştir. Eldeki mevcut verilerden yararlanarak çizilen “Eklenik Yağış” ve “Hazne seviye-zaman-yağış” grafikleri yardımıyla kuraklık analizi yapılmıştır. Kurak yılların belirlenmesinin ardından İ.S.K.İ’ den alınan aylık şehire verilen ham su miktarlarları yardımıyla her hazne için şehre verilmesi hedeflenen aylık ortalama su miktarları hesaplanmıştır. İ.S.K.İ mevcut işletme politikası belirlenen yeni hedefler doğrultusunda incelenmiş, sonuçlarını değerlendirmek için öncelikle hazneler standart işletme politikası ile işletilmiştir. Standart işletme politikası ile işletilmiş olan haznelerde oluşacak eksiklik değerleri kurak yıllar için hesaplanmıştır. Haznelerde standart işletme politikası sonucu oluşan maksimum eksiklik değerlerindeki artışı yok etmek ve bu değerleri aylar içinde dağıtmak için Korunmalı Politika (Hedging) uygulanmıştır. Bunun için haznede suyun azalmaya başladığı dönemlerde su biriktirmeye başlayarak, kurak yıllar içinde oluşan maksimum eksiklik değerleri azaltılmaya çalışılmıştır. Sonuç olarak, İSKİ işletme politikası, standart işletme kuralı ve korunmalı politika altında işletilen haznelerde oluşacak olan eksiklik değerleri incelenmiş ve en düşük maksimum eksiklik değerlerinin Korunmalı Politika ile sağlandığı görülmüştür.
In this study Istanbul Water Supply System and its various operation policies have been analyzed. Reservoir operation policies of Alibeyköy and Terkos Dams as representative of the European side and of Ömerli Dam as representative of the Asian side have been investigated. After the determination of the dry years, with the help of the raw water amounts given to the city obtained from I.S.K.İ. (Istanbul Water and Wastewater Works), monthly average water amounts that are aimed to be given to the city have been calculated for each reservoir. İ.S.K.İ. present operation policy has been examined along the direction of new targets that have been determined, in order to evaluate the results the reservoirs have primarily been operated according to the standard operation rule. The deficiencies that will arise for the standart operation policy have been assessed for the dry years. In order to annihilate the deficiencies arising as a result of the standard operation policy and to distribute these deficiencies over the months Hedging has been applied. It has been tried to lessen maximum deficiencies arising during dry years by accumulating water in the reservoirs during periods when water in the reservoir does not yet start to decrease. As a result, deficiencies arising in cases when the reservoirs are operated according to İ.S.K.İ. operation policy, standard operation policy and hedging policy are analysed and it has been seen that minumum values of maximum deficiencies are observed for the hedging case.
