Abstract

The concept of resilience has been described in different ways since 1970s once mentioning in ecology and going through conceptual framework in disaster field. Each new definition makes the meaning broader so that the point we have reached today, resilience has a comprehensive meaning but less quantifiable (performance measures are defined by Bruneau et al, 2003). On the other hand as Rose (2007) underlined, the term of “resilience is in danger of becoming a vacuous buzzword from overuse and ambiguity” such as the term of “sustainability” in 1990s.
