Abstract
Etkin işleyen toplu taşıma sistemleri insanları günlük hayata bağlamaktadır. Fakat pek çok kentte toplu taşıma sistemleri, gereksinimleri karşılamakta yetersiz kalmakta, düşük kaliteli hizmet olarak görülmekte ve dolayısıyla arka plana atılmaktadır. Bunun sonucunda da insanların değil taşıtların hareketliliğini esas alan ulaştırma çözümleri üretilmekte ve otomobile bağımlı kentsel yerleşmeler ortaya çıkmaktadır. Otomobil kullanımının artmasıyla kentlerde beliren trafik tıkanıklığı problemi ise, yeni ulaşım çözümlerinin üretilmesini gerekli kılmaktadır. Tez çalışmasının çıkış noktasını, yaşanan bu gelişmeler sonrasında, özellikle, kaynak sıkıntısı çeken gelişmekte olan ülkelerde; inşa süresi kısa, düşük yatırım maliyetli, raylı sistemler gibi planlanan ve işletilen toplu taşıma sistemlerinin geliştirilmesi ihtiyacı oluşturmaktadır. Bu noktada karşımıza, sunduğu yüksek kaliteli ve raylı sistem benzeri hizmetle, raylı sistemler ile geleneksel otobüs hizmetleri arasında bir seçenek oluşturan Hızlı Otobüs Taşımacılığı (HOT) çıkmaktadır. Bu çalışma ile ülkemizde de dikkat çeken, araştırılmaya ve uygulanmaya başlanan HOT’un İstanbul uygulamasının, taşıt odaklı değil insan odaklı taşıma sağlayarak otomobil kullanıcılarını toplu taşımaya çekmede etkili olup olmadığının ortaya konması amaçlanmıştır.
An effectively functioning public transport system connects people to daily life. However, in many cities public transport systems are insufficient to meet needs, are seen as low-quality services and therefore they are not used as much as it should be. Generally transport solutions that are based on the mobility of vehicles, are being produced and as a result, urban settlements that are “addicted” to automobile use are emerging. With the increase in car use, urban traffic congestion problems are appearing and this makes necessary to produce new transportation solutions. The starting point of the thesis, after these experiences, especially in resource-strapped developing countries, public transportation systems that have short construction period, low capital cost and are planned and operated as rail systems, are needed to be developed. At this point, Bus Rapid Transit (BRT) forms an alternative transit between the rail transit and the traditional bus service, which serves like the rail system with its high-quality service. The purpose of this study is to investigate, if the BRT, which is investigated and implemented in our country and especially that implemented in Istanbul, has an effective role in encouraging car users to use public transport.
