Türkiye İmalat Sanayinin Üretim Yapısı (1973-1990):girdi-çıktı Analizi

Abstract

Bu çalışmada, input-output analizi kullanılarak 1973-1990 yılları arasında imalat sanayinin üretim yapısı ve ekonomideki yapısal değişim incelenmiştir. Çalışmada 1973, 1979, 1985 ve 1990 yıllarına ait yurtiçi, dışalım ve toplam akım matrisleri kullanılmıştır. İmalat sanayinin üretim yapısı, input-output tablolarından elde edilen ileri ve geri bağ katsayıları ve bunlardan yararlanarak üretim teknolojisindeki değişimi ortaya koyan farklı input-output teknikleri kullanılarak incelenmiştir. Ayrıca, incelenen dönem içinde yatırım öncelikli (kilit) sektörler seçilmiştir. Ekonomideki yapısal değişimin incelenmesi amacıyla ayrıştırma modeli kullanılmıştır. Belli bir dönemde meydana gelen üretim artışını talep unsurlarına ayrıştırmaya dayanan bu analiz ile; 1980 öncesi uygulanan ithal ikamesine dayalı sanayileşme stratejisi ile 1980 yılından sonra uygulanmaya başlanan ihracata dayalı sanayileşme stratejisinin etkileri ortaya konmuştur. 1980 yılından itibaren izlenen ihracata dayalı sanayileşme stratejisi neticesinde 1980’li yıllarda ihracatın hızla artış gösterdiği; ara ve yatırım malları ihracatı payının yükselirken tarım kesimi payının gerek toplam üretim içinde gerekse ihracat içinde azaldığı görülmüştür. Uygulanan farklı sanayileşme stratejilerine rağmen 1973-1990 yılları arasında; ekonomi için yatırım öncelikli (kilit) sektörler değişmemiştir.In this study, the production structure of manufacturing industry in 1973-1990 and the structural change in Turkish economy are analysed by using input-output analyses. Industrial transaction matrix, domestic industrial transaction matrix and import flow tables belonging to the year 1973,1979,1985 and 1990 have been used. The production structure of manufacturing industry has been analysed by using both forward and backward linkage effects attained from input-output tables, and the different input-output techniques showing the change in production technology by the linkage effects. Also, the key sectors have been determined for Turkish economy in 1973-1990 period. To determine the structural changes in economy, the decomposition technique has been used. The effects of the import substitution strategy implemented before 1980, and the effects of the export orientation strategy implemented after 1980, have been determined with this analysis based on decomposing the production increase to the elements of demand. As a result of the export orientation strategy implemented after 1980, it has been determined that export rose rapidly in early 1980s and that the rate of intermediate and investment goods in export increased but the rate of agriculture both in export and in total production declined. Although it has been applied the different industrialization strategies in 1973-1990, the key sectors have not changed in Turkish economy.
