Bir Yatırım Projesi İçin Uygulanan Ve Önerilen Proje Yönetim Sistemi

Abstract

Yapılan çalışma, ülkemizde gelişim süreci yaşayan proje yönetimi olgusuna, proje yönetimi ve danışmanlık firmasında çalışan teknik kişi gözüyle bir bakış içermektedir. Ayrıca eser, örnek bir yatırım projesi için uygulanan ve yazar tarafından önerilen bir proje yönetim sistemini anlatmaktadır. Bu eserde çalışmanın, amaç, kapsam ve önemi anlatılmış, ayrıca yazarın çalışmaya örnek teşkil etmesi için sunduğu Göcek Turizm Kompleks projesinde, hangi görev ve sorumlulukları üstlendiğine değinilmiştir. Ayrıca proje yönetim kavramı ve sekiz ayrı unsuru açıklanmış, proje yönetiminin yatırım kararı aşamasından, uygulama tasarımlarının oluşturulup ihale dosyasının hazırlanmasına ve yüklenici seçimine kadar olan süreçte yapılması gereken koordinasyon ve çalışmalar örneklerle anlatılmıştır. Ayrıca fizibilite, detaylı iş programı, maliyet analizi, bütçe oluşturma ve nakit akışı gibi bazı proje hedeflerine de bu çalışmada değinilmiş, proje yönetim firmasının ihale sonrası saha uygulaması sırasında ne şekilde ve hangi bölümlerden oluşturularak organize edilmesi gereği hususlarına değinilmiş, bu bölümlerin görev, yetki ve sorumlulukları ile bölümler arası bilgi akışının neleri içerdiğinden bahsedilmiş ve kontrollük kavramı üzerinde durulmuştur.The submitted work contains a look to a progressing fact of project management in the country by the eye of a technical staff working in a project and construction management company. Besides it describes a project management system proposed by the author for a model of an investment project. In this essay scope and importance of the study are described with the duties and the responsibilities undertaken by the author in “Göcek Tourism Complex Project” presented as a model. concept of project management and its eight elements are clarified, coordinations and works necessary in the process starting from the investment decision of project administration to the formation of realisation designs, preparation of tender documents and the selection of a contractor (Bid & Award Phase) are explained with examples. Some project targets like feasibility, detailed work program, cost analysis, budget formation and cash flow are also mentioned. problems of site practice and sub group organisation of project management firm on site after awarding phase are discussed; duties, authorities, responsibilities and contents of information flow between sub groups are introduced. In this part the concept of control is also explained.
