Yöresel Mimarinin Ve Kırsal Dokunun Korunması: Artvin Şavşat Balıklı Mahallesi Örneği

Abstract

Bu çalışmanın amacı, kırsal alanların sahip olduğu doğal ve kültürel değerlere dikkat çekmek ve özgün karakterlerinin korunması için çözüm önerileri sunmaktır. Çalışma kapsamında, kırsal alanlar ve yöresel mimariyle ilgili sözleşmeler ve tüzükler araştırılmış, konuyla ilgili olarak dünyadaki ve ülkemizdeki koruma çalışmaları incelenmiştir. Örnek yerleşme olarak seçilen Balıklı Mahallesi nin, doğal ve kültürel zenginlikleri tespit edilmiş, yöresel kültürü araştırılmış, yerleşimin yöresel mimari özellikleri belgelenmiş, yerleşimin mevcut dokusu belirlenmiş, çevresel ve yapısal analizleri yapılmış, yerleşimin sorunları ve geçirdiği değişimler tespit edilmiş, sosyal analizlerle yöre halkının talepleri ve korumaya yönelik düşünceleri öğrenilmiştir. Elde edilen verilerle, yerleşimin ihtiyaçları ve sorunları için fiziksel ve ekonomik yönden, sürdürebilir çözüm önerileri sunulmuştur.The aim of this study is to draw attention to the natural and cultural values of these areas and make proposals for preservation of their unique character. Within the context of the study charters, conventions and conservation studies about rural areas and vernacular architecture are investigated. Natural and cultural values of the chosen study area Balıklı District are identified; local culture is investigated; local architectural characteristics of the District is documented; existing texture of the area is determined; environmental and structural analysis are done; transformation and challenges faced by the District are identified, local people’s demand and their opinions concerning the protection of the area are analysis thorough social analysis. By means of the data obtained, physically and economically sustainable solutions for the needs and problems of the District are proposed. The legal administrative deficiencies and actions to be taken for the protection of Balıklı District and similar areas are identified.
