When companies, universities, and the government of the same field from a specific region join forces working together and sharing resources to go through the same goal by reaching their own objectives, new forces come up allowing companies to get a competitive advantage. Consequently, the companies working together with related entities based on mutual trust are able to grow as well as influence the development of their region. In this context, this study constitutes an extension of a previous study done by Altay (2012): "A collective intelligence model for assessing collaborative innovation power including risks" which analyses Turkish SMEs. The current study, by applying the same innovation and synergy SMEs-survey, aims to analyses the innovation and synergy structures of SMEs in Bolivia comparing the results obtained with Turkish SMEs. 51 SMEs from Turkey and 27 from Bolivia were polled. They were mostly micro, small and the minority were medium size companies. These companies principally operate in food, clothing and textiles, electronic and machineries, commerce, and service industries. The survey respondents were mainly departmental managers and top managers. After applying F-APACS method, a large collection of fuzzy association rules about innovation collaboration criteria was extracted. The attitude towards alliance was analyzed determining the reasons why SMEs are unwilling or willing to collaborate, same for the openness innovation ability and the level of customers' collaboration to innovation considering the method or means that the firms get in contact with their customers. In addition, association rules based on the SME's R&D structure, university-firm relations, and the relation with other institutes were extracted. Finally, association rules related to organizational characteristics of the firms were summarized based on the trend, age, and size of the industries.
