For solving transportation problems, all aspect of issues should be considered. Fast, safety and low cost form an ideal transportation system, so for achieving the ideal transportation system the parameters of network such as total travel time, total delay time, number of stops and etc. should be improved by consideration to the previous experiences and advanced technology tools. According to the aim of the thesis, transportation planning scheme has been begun from new cities modes to reach transportation planning in developed cities. This study considers operational strategies within the term of Transportation System Management (TSM) to improve the whole or a part of a transportation network system. The main goal of the TSM is establishing methods and manner to improve the productivity of existing situation without environmental impacts. The expansion of TSM may include improving the traffic for an intersection or entire network of a zone. Traffic Flow Management is one of the subcategories of TSM methods, which it can interfere arterials and intersections separately or simultaneously, since that, arterials and intersections are the most important part of a transportation system. The One-way method is a mid-term strategy for increasing the physical capacity of the network which interferes arterials and intersections at the same time. As it clear that per method has advantage and disadvantage, so by consideration to this fact and according to the characteristic and traffic volume of the traffic network system the implementation of the one-way method is compatible for CBD of Hatay, Dörtyol by consideration to this fact Grid-Iron network is totally compatible for changing to the one-way network. Traffic data is the basic requirement for the planning of road development and management schemes so traffic data that is required for the experiment is collected by the manual method and existing situation network layout is prepared by the related organization. After analyzing the traffic data, a time period has been selected as a peak hour. According to the left-turn movement restriction at intersections, two alternatives have been established for the existing situation. AUTOCAD software is used for preparing the alternative's layout. According to the aim of the thesis to represent the best alternative traffic simulation is established to comprise the network parameters and fuel consumption between the existing situation and recommended alternatives. To calculate total fuel consumption for existing and alternatives First of all, it necessary to take attention to alternatives and existing situation average speed. After that, the energy consumption per kilometer should be calculated. According to the Fuel Conservation Optimization Organization tests it is easy to convert energy consumed per kilometer (BTU) to consumed gasoline per kilometer. VISSIM- Microsimulation analysis software is the best choice to simulate the existing situation and recommended alternatives, also SYNCHRO- signal timing and analysis software are used to optimize and coordinate the traffic lights. The requirement of traffic network data to evaluate the alternatives can be extracted from VISSIM's evaluation tool. The data such as: • Average delay time per vehicle (s) (all vehicle types) • Average number of stops per vehicle (all vehicle types) • Average speed (Km/h) (all vehicle types) • Total delay time (h) (all vehicle types) • Total distance traveled (Km) (all vehicle types) • Total travel time (h) (all vehicle types) According to the traffic network parameters evaluation which obtains from VISSIM simulation, the one-way street network has a better MOE in engineering sense and the LOS of all the intersections improve in one-way networks as compared to the existing situation. And the one-way network with left turn restriction is superior according to the travel time comparison.
