Yüklenici Firmalarda İnşaat Ekipman Yönetimi Ve Ekipman Yönetiminde Yeni Teknolojiler

Abstract

Bu çalışma, inşaat ekipmanı yönetimi konusunu genel anlamda incelemenin yanı sıra, Türkiye’deki yüklenici firmaların perspektifinden inşaat ekipmanı yönetiminde yaşanmakta olan sorunlarının giderilmesini sağlayacak yeni teknoloji ve uygulamaların tanıtılması amacıyla gerçekleştirilmiştir. Bu amaçla hazırlanan tez çalışması beş bölümden oluşmaktadır. Birinci bölümde, yüklenici firmalarda inşaat ekipmanı yönetimi probleminin önemi vurgulanarak, problem tanımlanmakta; tezin amaçları, kapsam ve sınırları açıklanarak, çalışmada izlenen yöntem belirtilmektedir. İkinci bölümde, yapı üretim sürecinin teklif verme evresinden başlayarak, sözleşmenin konusu olan işin yapımı ve tamamlanması evrelerinde inşaat ekipmanı yönetimi kapsamında yürütülmekte olan işlevler ve söz konusu evrelerde inşaat ekipmanının elde edinilmesinden elden çıkarılmasına kadar gerçekleştirilen yönetimi incelenmektedir. Teklif verme evresinde teklif verilecek projenin gerçekleştirilmesinde kullanılması düşünülen ekipmanın türleri ve ekipmanın temin edilmesi ile ilgili çalışmalar, sözleşmenin imzalanmasından işin yapımına kadar olan süreçte yapılan ekonomik analizler sonucu karar verilen ekipmanın seçim ve temin yöntemleri ile sözleşmenin konusu olan işin yapımı esnasında ekipman kullanım ve dağıtım planlaması, işletilmesi ve elden çıkarılması süreçleri incelenmiştir. Üçüncü bölümde, ekipman yönetimi kapsamında günümüzde kullanılmakta olan enformasyon teknolojileri incelenmiştir. Bu kapsamda ilk olarak mevcut ekipman yönetimi yazılım programları analiz edilmiş; daha sonra Türkiye’de uygulaması çok yeni olan uydudan haberleşme teknolojisi ile makine bilgilerini görüntüleme ve makine konum tespit sistemleri ele alınmıştır. En son olarak da söz konusu teknolojilerin yüklenici inşaat firmalarına ve ekipman sağlayıcı-dağıtıcılığı yapan firmalara sağladığı olanaklar incelenmektedir. Dördüncü bölümde, konu ile ilgili olarak gerçekleştirilmiş olan alan araştırmasına yer verilmiştir. Yapılan alan araştırması, yöntemi, amacı, elde edilen bulgular ve söz konusu bulguların analizi olmak üzere dört kısımda açıklanmaktadır. Alan araştırmasının amacı, Türk inşaat sektöründe ekipman yönetiminin firmalar için önemini, faydalarını ve başarı oranlarını araştırmak, firmaların özellikle ekipman yönetiminde yeni teknolojilerin kullanımına ilişkin yaklaşımlarını belirlemektir. Sonuç bölümünde, tez kapsamında gerçekleştirilen alan araştırmasından elde edilen bulgular ışığında yüklenici firmaların inşaat ekipmanı yönetimi konusundaki görüşlerine yer verilmekte ve bulguların genel değerlendirilmesi yapılmaktadır.

This study has been carried out with intent to examine the construction equipment management as well as introducing the new technologies and practices intended for recovering the problems in the field of construction equipment management, from the perspective of the contractor firms in Turkey. The thesis study carried out for this purpose consists of five sections. In the first section, the problem is identified, by emphasizing the significance of the construction equipment management problem with the construction firms; the aim, scope and the boundaries of the thesis are explained and the method followed in the study is specified. In the second section, the functions implemented within the scope of the construction equipment management and within the period starting from the bidding stage of the construction manufacturing process to the stage of performing and completing the works constituting the subject matter of the contract; and the management carried out as from the obtainment to disposition of the construction equipment during the said stages are examined. The types of the equipment which are thought to be used in the bidden project and studies regarding supplying this equipment; selection and supplying of the equipment which is decided as a result of economic analysis during the period from signing the contract up to performing the job; and equipment usage and distribution planning, operation and disposition stages during performing the job constituting the subject matter of the contract have been examined. In the third section, today’s information technology used in the scope of equipment management has been examined. In this scope, at first the current equipment management software programs have been analyzed; subsequently, satellite communication technology and machine information imaging and machine location detection systems, which are newly beginning to be applied in Turkey, have been discussed. Finally, the opportunities offered by these technologies to the contractor firms and equipment distributorship firms are examined. The fourth section contains the field research performed regarding the subject. The research field has been explained in four sections as the method, aim, the obtained findings and analysis of the said findings. The aim of the field research is to analyze the importance, benefits and success rates of the equipment management in Turkish construction sector; to specify the firms’ approaches, particularly regarding using the new technologies in the field of equipment management. In the conclusion section, the opinions of contractor firms regarding construction equipment management are introduced in the light of the findings obtained from field researches carried out within the scope of the thesis and the general assessment of the findings is provided.
