Proje Risk Yönetiminde Olgunluk Seviyesi İçin Yeni Bir Yaklaşım

Abstract

Proje risk yönetimi, bir projede karşılaşılabilecek ve projenin amacını pozitif ya da negatif olarak etkilemesi muhtemel belirsizliklerin, proje başarısı üzerindeki etkilerini artırmayı ya da azatlamayı hedefleyerek, ilgili belirsizlikleri yönetme aktivitelerinin bütünüdür. Proje risk yönetimi, proje yönetiminin bir alt dalıdır. Dolayısıyla proje risk yönetiminin başarılı yapılabilmesi aynı zamanda proje yönetiminin de başarılı yapılabilmesidir. Bu çalışma içerisinde; proje risk yönetiminin başarılı gerçekleştirilebilmesi için proje kapsamında ve firma içinde sağlanması gereken şartlar ortaya konulmuştur. Bunun için daha önce oluşturulmuş proje risk yönetimi olgunluk modellerinden yararlanılmıştır. Birbirine çok benzeyen 2 model temel alınmış ve akademik araştırma sonucunda proje risk yönetimi için yeni bir olgunluk modeli ortaya konmuştur. Bu olgunluk modeli daha önce temel alınan olgunluk modellerinin alt gruplarına ayrılmış ve bu alt grupların başarısının ölçülebilmesi için ölçütler belirlenmiştir. Çalışmanın temel amacı; yeni geliştirilen proje risk yönetimi olgunluk modeli ile Türkiye’ de faaliyet gösteren ve özellikle proje yoğun çalışan faklı sektörlerdeki firmaların proje risk yönetiminin alt gruplarında yürütülen aktivitelerde gösterdikleri başarı seviyelerini ölçmek ve bu başarının firmaların belli özelliklerinden etkilenip etkilenmediğini ortaya koymaktır. Bu amaçla yeni oluşturulan model için 26 soruluk bir anket çalışması yürütülmüş, farklı firmalardan toplanan 123 anketin sonuçları SPSS programı kullanılarak değerlendirilmiştir. Anket sonuçlarının değerlendirilmesi sonucu, firmaların proje risk yönetiminin alt dalları olarak tanımlanan; tanımlama, kültür, deneyim ve uygulama aktivitelerinin başarısı firmanın yaşına, büyüklüğüne ve yurtdışı faaliyetinin olup olmamasına bağlı olarak değiştiği gözlenmiştir. Proje risk yönetimine duyulan inancın seviyesi, firmanın yaşına ve yurtdışında faaliyetinin olup olmamasına göre değişmektedir. İnancın seviyesi firmanın çalışan sayısından bağımsız çıkmıştır. Proje risk yönetimi süreçlerinin başarı seviyesi ise firmanın yaşına ve firmanın çalışan sayısına bağlı olarak değişebilmekte ve firmanın yurtdışında faaliyetinin olup olmaması proje risk yönetim süreçlerinin daha iyi yapılıp yapılmamasına neden olmadığı gözlenmiştir. Anketlere verilen cevaplara göre proje risk yönetiminde en başarılı olunan alt konu, proje risk yönetiminin gerekliliğine duyulan inanç olurken, en az başarılı olunan alt konu ise proje risk yönetimini uygulama aktiviteleri olarak belirlenmiştir.

Project risk management is whole management activities of the uncertainties which can effect the project results positively or negatively to aim at increasing or decreasing of the effects of these uncertainties on the project success. Project risk management is a sub-topic of project management, so being successful at project risk management means being successful at project management. In this study, the rules, which should be achieved in a project scope and company, are introduced to be successful at project risk management. Therefore, the project risk management maturity models which had been developed before were utilized. Based on the very similar 2 models and according to the results of academical researches, a new model is introduced for project risk management. This maturity model has the same subtitles with the base models and the criteria is defined to measure the success level of these subtitles. The main target of this study is to define how much Turkish companies, working on different sectors especially working project based, are successful on the activities displayed in project risk management subtitles by using this new created project risk management maturity model and to define weather their success is effected by their defined properties or not. To this end, a questionnaire survey which consists of 26 questions were prepared and were sent to the companies. The results of 123 questionnaires which were collected from different firms were analysed by using SPSS program. According to the questionnaire survey results, the success of definition, culture, experience and application activities defined as project risk management subtitles changes depending on the firm age, the firm size and the condition of whether the firm displays any activity in a foreign country or not. The belief of project risk management necessity changes depending on the firm age and the condition of whether the firm displays any activity in a foreign country or not. Also the level of the belief does not depend on the firm size. The success level of project risk management process activities changes depending on the firm age and the firm size; whereas, having any activity in a foreign country of the firm does not cause to execute project risk management process activities better or worse. According to the responses, the best achieved subtitle on project risk management is the belief of project risk management necessity, whereas the worst achieved subtitle is project risk management application activities.
