Kentsel Gelişimde Dönüşüm Projeleri: Süreç Ve Aktörlerin Tanımlanması, Zeytinburnu Örneği

Abstract

İnsanlar tarih boyunca yönetim yerleri olan kentlerde ya da üretim yerleri olan kırlarda yaşamışlardır. Ancak metropoliten kentler, bu iki yerleşim formunu da içeren yeni bir oluşum haline gelmiştir. Bunun temel nedeni hızlı ve denetlenemeyen kentleşme ve kentlerin, bu kentleşme sonucunda iki boyutlu olarak yayılmasıdır. Bu yayılma özellikle kent içi alanlarda sosyo-ekonomik ve fiziksel problemlere yol açmaktadır. Bu olumsuz faktörler, kentsel müdahalenin her şeklinin; bu gerek sıhhileştirme, gerek kentsel koruma, gerekse tümden yenileme olsun, kentin dışa doğru değil de nasıl içten gelişebileceğini göstermek adına metropolleşen kentler için oldukça büyük bir önem taşıdığını ortaya koymaktadır. İşte bu çalışmada kentsel dönüşüm kavramları tanımlanmış, ortaya çıkış nedenleri ile Türkiye ve diğer ülkelerdeki yansımaları değerlendirilmiştir. Bu bilgiler ışığında kentsel dönüşüm modellerinin nasıl oluşturulabileceği ve hangi aktörlerce gerçekleştirilebildiği irdelenmiş, son olarak güncel bir dönüşüm projesi olan Zeytinburnu Dönüşüm Projesi için son dönemde yapılmış olan çalışmalardan bahsedilerek sürece ilişkin bir değerlendirme yapılmıştır.

Throughout the history, people lived in the cities which were administrative places or in the countries which were production areas. However the metropolitan cities become formations that involve both of these settlement forms. The main reasons of this formation can be defined as the rapidly and uncontrolled urbanization and the two-dimensional sprawl of the cities because of the urbanization. This sprawl causes socio economic and physical problems especially in the city centers. These negative factors evoke all forms of the urban intervention, such as urban revitalization, urban conservation, and urban renewal, to state how the cities can be developed by improvements in the inner-city instead of improvements towards outside. In this study, the concepts of the urban transformation were described and the reflections of this concept to Turkey and other countries were evaluated with its forthcoming reasons. Consequently, examples from Turkey and other countries were examined to define how models of urban transformation can be constituted and who the key actors should be. Afterwards, evaluations were made for Zeytinburnu Transformation Project, one of the current transformation projects in Istanbul, mentioning the recent studies made in this field.
