Emeklilik döneminin finansmanı ve özel emeklilik fonu modelinin Türkiye'ye uygulanabilirliği

Özet
Toplumsal yapıdaki demografik değişim ve aktüeryal dengeyi bozucu müdahaleler nedeniyle, kuşaklararası dayanışma üzerine kurulu sosyal güvenlik sistemi tüm dünyada, sınırlı sayıdaki aktif üyeden topladığı primlerle giderek artan pasif üyelerine hizmet vermekte zorlanmaktadır. Gelirlerin yükümlülükleri karşılamakta yetersiz kaldığı finansal bir krize yol açan bu durumun, sistemin kendi dengeleri içerisinde alınacak tedbirlerle düzeltilebilmesi olanak dışı olmamakla birlikte; emeklilik yaşmda artış, primlerde yükselme, emeklilik aylığı vd. hizmetlerin reel düzeyde gerilemesi gibi sosyal güvenlik kurumlarının gelirlerini arttırıp giderlerini kısmaya yönelik parametrik tedbirler, çalışanlar açısından sistemin geçmişe göre daha yüksek maliyetli ve daha düşük getirili hale gelmesine neden olmaktadır. Bu çalışmada, brüt gelirlerinin sosyal güvenlik prim tavanım aşan bölümü üzerinden belirli bir emeklilik tasarrufu yapan kazanç geliri sahiplerinin, çalışma hayatlanndaki standartlarım emeklilikte de sürdürebilmelerine olanak tanıyan bir Bireysel Emeklilik Modeli önerilmektedir. Model'de emeklilik gelirinin düzeyi, sosyal güvenlik ve emeklilik aylıklarının çalışma dönemi sonundaki kazanç gelirlerine oram (değişim oram) olarak ifade edilmektedir. Düşük, orta-alt, orta-üst ve yüksek gelir gruplarını temsilen dört kazanç düzeyinde test edilen simulasyon, ekonomik büyümeye bağlı yıllık reel %2 ücret artışı ve beş yılda bir reel %3 promosyona bağlı ücret artışı koşullarında, sosyal güvenlik emeklilik aylıklarının değişim oranının yukarıda belirtilen gelir grupları için sırasıyla %48, %29, %20 ve %15 olacağını göstermektedir. %5 yıllık reel faiz oram, %15 özel emeklilik katkı payı oram varsayımı altında, özel emeklilik gelirinin katkısıyla bu gelir gruplarının eline geçecek toplam değişim oram sırasıyla %55, %63, %68 ve %70 olmaktadır. Başlangıçta özel emeklilik tasarrufu yapamayan dar gelirlilere dahi takviye edici ikinci bir emeklilik geliri sunan özel emeklilik sistemi, birikim arttıkça nemanın da yükselmesine bağlı olarak tüm gelir gruplarının çalışma yaşamlarındaki standartlarını sürdürebileceği düzeyde toplam değişim oranına ulaşmasına imkân tanımaktadır.
In every part of the world, as a result of the demographic changes in the social structure and the interruptions disturbing the actuarial balance, the social security system which is based on the principle of inter-generational cooperation, is unable to give proper service to its growing number of passive members with the premiums collected from a limited number of active ones. Besides, all the parametric precautions like raising the retirement age or the premiums paid to the system, lowering the retirement earnings or other services in real terms, with the aim of increasing the income and decreasing the expenditures of social security institutions, causes the system to become more costly but less beneficial for the working groups. In this study, an Individual Retirement Model aiming to provide a sustainable standard of living after retirement to those wage earners, who make retirement savings with the part of their gross income that exceeds the ceiling premium rate of the social security system, is proposed for Turkey. In the model, the level of retirement income is defined as the ratio (replacement ratio) of social security and retirement annuities to the wage earnings at the end of the working period. The simulation tested for four income groups representing the low, low-middle, high- middle and high income groups shows that, the replacement ratio of social security retirement annuities for the mentioned income groups will be 48%, 29%, 20% and 15% respectively under the assumptions of 2% real wage increase as a result of economic growth and 3% real wage increase due to promotion. Assuming a 5% real annual interest rate and 15% private pension contribution rate, the total replacement ratio of those income groups with their private pension earnings will be 55%, 63%, 68% and 70% respectively. The private pension system, providing initially a second source of retirement income even for low income groups that are unable to make private pension savings, enables all the income groups to reach a replacement ratio promising a better standard of living in retirement, as a result of increasing returns to growing savings.
