Abstract: İnşaat sektörünün sorunları, imalat yapılan diğer sektörlere nazaran daha değişiktir. Bunun başlıca sebebi ürettiği ürünün niteliğidir. İnşaat sektöründe şantiye ortamında üretim yapılmaktadır. Bu üretiminin girdileri temel olarak diğer sektörlerle benzerlik gösterse de aslında çok önemli farklılıklar içerir. İşgücü, temel üretim girdilerinden biridir. Yüklenici inşaat firmalarında işgücü yö netiminde; işe almadan ücretlendirmeye kadar diğer sektörlere nazaran farklılık arz eden durumlar söz konusudur. Bu çalışma; temel olarak inşaat sektöründe yüklenici firma olarak hizmet veren kuru luşlarda, işgücü yönetimi enformasyon sistemi ihtiyacım tanımlamak ve bu ihtiyacı karşılayabilecek örnek bir enformasyon sistemini tanıtmak amacını gütmektedir. Birinci bölümde, yüklenici inşaat firmalarında işgücü yönetimi probleminin önemi vurgulanarak problem tanımlanmaktadır. Bu bölümde ayrıca tezin amaçları ve he defleri belirlenmektedir. İkinci bölümde, enformasyon sistemleri ve bilgisayar destekli enformasyon sis temleri anlatılmaktadır. Aynı zamanda veri tabanı sistemlerinden ve ilişkisel veri ta banlarından bahsedilmiştir. Üçüncü bölümde, işgücü yönetimi genel anlamda anlatılmıştır. Ve de yüklenici inşa at firmalarında işgücü yönetimi konusu ile ilgilenilmiştir. Dördüncü bölümde ise, incelenen şantiyelerin işgücü yönetim sistemleri analiz edil miş ve genel bir yapı ifade edilmiştir. Yüklenici inşaat firmalarında işgücü yönetimi yapılırken ihtiyaç duyulan enformasyon ve bu enformasyonun akışı anlatılmıştır. Beşinci bölümde, bir önceki bölümde ki, analitik incelemelerin üzerine oturan, iş gücü yönetimine yönelik enformasyon sistemi modülü Ms Access for Windows 95 ilişkisel veritabanı sisteminde geliştirilmiştir. Modül Doç Dr. Alaattin Kanoğlu tara fından geliştirilmekte olan Şantiye Yönetim Enformasyon Sistemi'nin modüllerinden biri olarak söz konusu yazılıma katılmak üzere, bu yazılımdaki diğer modüllere en tegre biçimde ve Bölüm 4'te ki analiz sonuçları esas alınarak Doç Dr. Alaattin Kanoğlu tarafından yazılmıştır.
Construction labour is one of the five major inputs of the building construction process. Construction industry differs from production industry in many ways. But they have the same purpose that the probable least cost, highest quality, within the probable shortest time. In construction industry; execution depended on a project. A project is a temporary endeavour undertaken to create a unique product. To manage and coordinate a project properly, each of the major operations must be planned and coordinated by an information system. In construction industry; characteristics of product is different from other sectors. Firstly the product is very complex. The construction sector ranges from houses to the airports. Therefore different kinds of constructing equipment and techniques are available. Before choosing the method, the construction firms must consider the labour that will use this equipment. In construction industry, information is needed in every phase of decision making process and management. Firstly the managers want information to be accurate, on time and efficient. One of the main problems that our construction companies face nowadays is the absence of management information systems. One of most important and crucial areas in which contractor construction companies must plan and anticipate changes concerns its human resources and also labours. Plans to recruit and place labour must be made in order to assure the smooth and continued functioning of a construction firm. Before human resource management system is analysed, it would be better to give an idea about information systems. This work contains some general definitions about information systems. An information system is a system that accepts data resources as input and processes them into information products as output. An Information System to be useful in management terms of planning, controlling, reporting, problem solving and decision making. Computer based information systems gathers, processes, stores and distributes information. Computer based information systems consists of; person, procedures, data, hardware and also software. It is important to make the information available to users. When human resource management information system taken into consideration, in construction industry it can be seen that this system deals with the flow of information between main departments of contractor construction companies. It means; human resources management should be considered a total system that interacts with the other major systems of the contractor construction companies. The most difficult duty of human resource department is to supply the applied manpower in desired quality, quantity and on the desired time. The human resources database gives the opportunity to classify the existing labour. This database shortens the time to get any kind of information about manpower because it is so difficult to follow up the records of human resource without a computer. In a construction firm there are three type of workers. 1. labour 2. technicians 3. other. In this work we only related with labour. A subset of construction project management that includes the process required to make the most effective use of the labour involved with the project. It consists of: -Organisational planning; identifying, documenting and assigning project roles, responsibilities, and reporting relationships. -Staff acquisition; getting the human resources needed assigning to and working on the project. -Team development; developing individual and group skills to enhance project performance. This work doesn't contain team development. Labour plans are made for various time periods. The forecasts of future needs for various time periods have been made, the plan must be implemented. The important phase of the planning process would be an analysis of what is currently available. Planners must develop budgets that reflect the costs of securing the necessary workers. Implementation of labour plans is very difficult and must be closely coordinated with site of construction. Maintaining an adequate and satisfactory work force, forecasting and planning the labour needs of the contractor construction companies are the major responsibilities of human resource management. To achieve above goal, an information management system is necessary. Like any system, it consists of a number of inputs and outputs, and a number of related subsystems, processes and activities all operating through the medium of information. The first process of labour planning is defining the objectives of the company for the long and short term. The next step is defining the information requirements that are needed to achieve these goals. These are the data; those contractor construction companies have to be use in human resource management: 1. Constant personnel data, such as name, surname, date of birth, place of birth, etc. 2. Execution data, such as in and out hours for every labourer, distribution of unworked hours and overtime hours. 3. Information general, such as labour performance, job accidents, etc. 4. Information about titles. This includes how many labourers in every title (such as driver, foreman, etc.) The contractor construction company must obtain data above, while they are needed. Aim of improving a labour management system is: Increase operational efficiency: To do some routine tasks (such as periodical reports) faster. To increase the speed of information flow by the help of efficient and summarised reports. Increase functional effectiveness: To enable to store specific data over periods. Analyse these data during these periods in order to help Manager to make better decisions. Make information storage easier and make information available in the desired time and format. Information requirements to achieve these goals are; Labour database, which gives us opportunity to classify existing man-power, Labour needs and skills, Job specifications, job descriptions, Work attendance and overtime period, Work program, according to need of labour. Software is important in an information system study. For example, a well-designed database provides with convenient access to the information wanted. Designing a database takes time and effort, but in long term, the process saves more time than it takes. In this thesis, an overview of information system is given and an application about "labour management in construction" is executed. This application is a subsystem of "Şantiye Otomasyon Sistemi" created by Doç. Dr. Alaattin Kanoğlu.
