Arazi kullanım değişimlerinin peyzaj teori ve modellemesi kapsamında incelenmesi

Özet
Kentler, günümüzde hızlı şehirleşme ve nüfus artışı ile doğal yapıyı sınırlayan ve tehdit eden bir baskı unsuru halini almıştır. Bu nedenle, peyzaj tahribatının ve kentsel büyümenin gözlemlenmesi, kontrolü ve olası gelecek senaryolarının tahmini önem kazanmaktadır. Kentsel büyüme ve peyzaj yapısı ilişkisi, imar planlarının, kalkınma planlarının ve sürdürülebilir gelişme stratejilerinin hazırlanması sürecinin vazgeçilmez bileşenlerinden olabilir. Kentsel büyümenin ve doğal yapının zaman içerisinde gösterdiği değişim, dünyada birçok örnekte kentsel büyüme modelleri ile gözlemlenmekte (SLEUTH, LANDIS, Marcov Chain, What if, vb), peyzaj yapısındaki değişim ise peyzaj metrikleri ile ölçülmektedir. Ayrıca gelişen bilgisayar ve enformasyon teknolojileri ile bilgiye erişim, analiz ve işleme daha etkili, hızlı hale gelmiştir fakat ülkemizde bu konu ile ilgili çalışmalar az sayıda ve kısıtlıdır. Bu araştırmada kentsel büyüme davranışlarına bağlı olarak ileride oluşacak arazi kullanımı/arazi örtüsü değişimlerinin modellenmesi ve peyzajın kentsel büyümeyi nasıl yönlendirebileceğinin ortaya konulması amaçlanmaktadır. Çalışmada 1966-2013 yılları arasında gerçekleşen kentsel büyümenin ve 2005-2013 yılları için hazırlanan arazi kullanım değişiminin incelenmesi sonrasında oluşturulacak özgün büyüme senaryoları ile 2045 yılı için kentsel büyüme ve arazi kullanım simülasyonlarının oluşturulması hedeflenmektedir. Toplamda üç farklı büyüme senaryosu oluşturuluştur. Birinci senaryo, agresif büyüme davranışını ortaya koyarken ikinci senaryo mevcut yasa ve planlara dayalı güncel yaklaşımlarla büyümenin etkilerini göstermektedir. Sonuncu senaryo olan ekolojik yaklaşım senaryosu ise peyzaj ekolojisi prensipleri üzerine kurulmuştur. Böylece peyzajın korunmasını gözeten bir büyüme yaklaşımının kentsel büyümeyi nasıl şekillendireceği karşılaştırmalı olarak görülebilmektedir. Bu kapsamda çalışma alanı olarak Sarıyer ilçesini içine alan Boğaziçi alanının kuzey bölgesinde 48404 hektarlık bir grid alan seçilmiştir. Sarıyer ilçesi 15100 hektar ile alanda yer alan en büyük ilçedir. Aynı zamanda Eyüp, Şişli, Beykoz ilçelerinin de komşuluk eden kısımları çalışma alanına girmektedir. Alanı, yüzölçümü içerisinde İstanbul'un birçok su kaynağına, doğal-kültürel birçok yapısına ve Kuzey Ormanları'na ev sahipliği yapmaktadır. Bununla birlikte 2013 yılı itibari ile başlayan Yavuz Sultan Selim Köprüsü çalışmaları bölgenin ve çevresinin doğal ve kültürel yapısını tehdit etmektedir. Köprü ve ulaşım sistemindeki değişiklikler ile birlikte çevre bölgelerde 3. Havalimanı gibi büyük projelerin inşasının başlaması da planlanmaktadır. Sarıyer bölgesi Yavuz Sultan Selim Köprüsü'nün olası etkilerinin anlaşılması ve alan kullanım kararlarının verilmesi aşamasında kilit rol oynamaktadır. Böylece peyzaj planlaması ve kentsel büyüme kapsamında olası tehdit ve tehlikelerin önceden tespit edilmesi ve gerekli önlemlerin geliştirilmesi mümkün olacak ve bu kapsamda öneriler geliştirilecektir. Araştırmanın yöntemi beş temel aşamadan oluşmaktadır: (1) mevcut sosyo-kültürel yapının incelenmesi ve planlama yaklaşımlarının irdelenmesi, (2) Sarıyer'in 2005-2013 yılları arasında geçirdiği alan kullanım/arazi örtüsü değişiminin incelenmesi, (3) Büyüme senaryolarının oluşturulması (agresif büyüme, güncel planlama yaklaşımları ve ekolojik yaklaşım) ve olası kentsel büyüme ve alan kullanım/arazi örtüsü değişiminin 2045 yılı için modellenmesi, (4) peyzaj değişiminin peyzaj metrikleri ile incelenmesi (5) Sürdürülebilir alan kullanım/arazi örtüsü gelişimi için önerilerin geliştirilmesi. Bu kapsamda, kentsel büyümeyi ve arazi kullanım değişimini analiz etmek ve gelecek senaryoları oluşturmak için, kentlerin büyüme davranışlarını inceleyerek olası gelecek senaryoları ortaya koyan hücresel özişleme modellerinden SLEUTH modeli (S- Slope, L-Landuse, E- Excluded, U-Urban, T-Transportation, H-Hillshade) kullanılacaktır. SLEUTH, ulaşım verisini ayrı bir veri olarak incelediği ve çalışma alanının kent yapısını etkin şekilde okuyabilecek bir yapıya sahip olduğu için bu çalışma kapsamında kullanılmak üzere seçilmiştir. İstanbul gibi nüfus yoğunluğu ve ulaşım sistemi hızla artış gösteren metropollerde kalkınma planları ve büyüme politikaları oluşturulurken, alınan planlama kararlarının gelecekteki etkileri yeterli derecede göz önünde bulundurulmamaktadır. Bu tez çalışması, alışılagelmiş modelleme çalışmalarının aksine, özgün senaryo oluşturma yöntemi ile diğer literatürlerden ayrılmaktadır. Ayrıca uluslararası literatürde kentsel büyüme ile ilgili araştırmalar mevcut olmasına rağmen, ulaşımda sıra dışı bir değişimin olası etkileri ve modellerin bu gibi durumları ne ölçüde öngörebilecekleri incelenmemiştir. Bu kapsamda araştırmanın konusu uluslararası ölçekte de özgün değere sahiptir.
With rapid urbanization and population growth, cities started to cause stress on natural environment. Therefore, analysis on urban growth, landscape distortion, and possible future growth estimations became vitially important. Reciprocal relationship between urban growth and landscape stucture maybe an essential part of master plans, development plans, and sustainable urban growth strategies. Urban growth is being anlayzed with variety of models around the world (SLEUTH, LANDIS, MARCOV-chain, WHAT if, vb.,), and the change in the landscape structure is being examined and measured with landscape metrics. In addition, rapid development in computer and information technology provided new opportunities to access valuable information faster, and easier analysis. Geography, as a fundamental discipline, scrutinizes human and nature through an interval and spatial process, and the correlation of GIS technology and modeling has provided outstanding amenities and resources. However, there is still a few and limited study and reseach in Turkey. This research aims to examine how landscape structure can shape future urban growth by analysing historical data, and modeling future senarios. In this scope, this research targets to investigate urban growth between 1966-2013, and landuse change between 2005-2013. Possible urban growth was modelled for 2045, and landscape change estimations are produced for this 30 years time period. The study area covers 48404 hectares of land in total, and locates in northern part of Bosporus cannal in Istanbul, including Sarıyer district. Sarıyer covers 15100 hectares of land, and Eyüp, Şişli, Beykoz districs have small neighboring parts in the study area grid. The area hosts major water resources, natural-cultural structures, and some parts of Northern Forests of İstanbul. It is one of the unique locations that still keep urban and rural landscape characteristics in the city. However, Yavuz Sultan Selim Bridge constructions which started in 2013, is passing through the study area. The planned northern highway, attached to the bridge, has been threathening the adcesent natural and cultural environment including northern forests, valuable agricultural areas, and wetlands. In addition to the the new bridge, new major projects are planned in the surrounding environment as 3rd Airport Project. Study area has a key role in investigating the change in the landscape pattern and making landuse desicions. After understanding the effects of urban growth and analysis of current situations in the study area, three growth scenarios will be built: agressive growth, current policies, and ecological growth. Agressive growth scenario rules include minimum protection, and excludes only phisically unsuitable lands for urban growth. Current trends scenario aims to reveal the future consequences of current plans and regulations by protecting the lands that are legally under protection. Besides, ecological growth scenario, investigates how the future growth will be if the landscape structure leads urbanisation. This scenario adopts landscape ecology princples as the main protection strategy. Scenario aims to determine ecologically sensitive habitat centers and valuable landscape resources. In this scope, important patch and corridors in the study area are protected with tampon zones while supporting the stabilization of landscape connectivity. Finally, the study produces urban growth and landuse simulation for 2045 and reveals how landscape structure can shape urban growth with an ecological scenario. Thus, it will be possible to forsee the potential threats on landscape planning and urban growth, and consequently, precautions and recommendations will be proposed. The methodology of this study relies on five steps: (1) examination of socio-cultural structure of the study area, and current planning approaches, (2) analysing landuse/landcover change between 2005-2013, and urban growth between 1966-2013 in Sarıyer, (3) Scenario building and Modelling urban growth, and land use change for 2045, (4) investigating the possible landscape change via landscape metrics, (5) developing recommendations for sustainable urban growth and landuse planning for the study area. 2005-dated IKONOS and 2013 dated SPOT-5 images were used to analyze land use, urbanization, and transportation change while 1966, 1972, 1987 dated LANDSAT images were used to analyze historic urban and transportation network expansion. The dates were chosen according to construction years of the two Bosporus bridges (1973 and 1988) to indicate the effects of such major transportation change on landscape pattern and urban growth behavior. Environmental plans and strategic plans were obtained from Istanbul Metropolitan Municipality (IBB). Statistical information and demographic data were obtained from the database of the Statistics Institution of Turkey (TUIK). "Supervised classification" tool under the ArcGIS program was used to display the land use/land cover change in 2005 and 2013. Five land cover classes were determined to produce land use classification maps: (1) artificial surfaces, (2) forest and semi natural areas, (3) agricultural areas, (4) wetlands, and (5) water bodies. Finally, an accuracy assessment was applied to the classification results. For the sake of analyzing urban growth, land use change, and developing future scenarios, SLEUTH model, one of the cellular automaton models, is used. SLEUTH is an Urban Growth Model (UGM) which is a C program running under UNIX, and it is an acronym of initials of its input data: Slope, Land use, Excluded areas, Urban areas, Transportation network, and Hillshade. This model enables the monitoring of different urban growth possibilities according to different growth strategies, and rules that are set by the user. As a result, it is possible to orient or limit the urban growth with specific exclusions such as protected areas, forests or wetlands. In metropolitan cities as Istanbul, where population density, and transportation network increases rapidly, the ecologic and economic effects of planning desicions are not considered well enough during the preparetion of development plans and growth strategies. This study is unique with the planning approach where future growth scenarios are considered in planning desicions. Eventough, there are varieties of studies about urban growth in many international literature, the effects of an extraordinary change in transportation system and the model behavior in these situations weren't investigated. In this scope, this study has a unique value on an international scale. In addition, the study develops an other perspective with unique scenario development for future growth simulations by combining landscape indicies and urban pattern. Finally, the study revealed how landscape stucture can lead urban growth by comparing three alternative growth scenarios. Agresive growth scenario showed an offensive growth trend towards establishing new urban areas adjecent to valuable landscape resources such as lakes, rivers, forests. Also, agricultural lands, as important transition zones, get damaged with the urban pressure. With a larger amount of urban land cover, this scenario provides more facilities for a higher amount of population, however, it demolishes the main nature resources, which will feed this population in long term. On the other hand, current trends scenario showed a higher level of protection but it still limited the protection in the limits of regulations that leave important patch and corridors out. Hence, the effects of an extraordinary transportation change, on urban growth, and land uses are revealed within a 30 year time projection period. The study results point to an effective landscape modelling approach by including landscape ecology principles as a base for growth decisions. This approach showed that landscape structure is effective in controlling and leading future urban growth. Therefore, this research will support developing national policies, and recommendations. Outcomes of this research, and the recommendations will contribute to the works of Sarıyer Municipality and Istanbul Municipality to support national urbanization and protection policies and strategies.
